Difficult: Any number of proposed changes, from limiting incarnate abilities to removing P2W Vendors. Dangerous: Remove XP debt and actually suffer XP losses when defeated, taking levels away when you die. If that's not possible, then you only get so many "lives" as determined by how much XP debt you "earn" over time and set a maximum number that equals real, permanent character death when you exceed it. The flag atop City Hall will not fly half mast for your losses.

This is why I created an Anti-Mender character. He feels it's his responsibility to undo all the time travel stuff causing the inconsistencies we're stuck with now. Now I want to script some AE missions with Ouroboros and the Menders as the antagonists for the hero to stop, perhaps revisiting some key events in COH lore history. Nothing worth remembering, Snarky.

The correct answer to the OP's question is: whenever you want to, for whatever reason you have or no reason at all.

If the problem with this dress is that it ONLY works with that belt because of the gap under the belt, then the solution is painfully simple. Make this a special category like when they added Togas and make it so that belt is automatically equipped with no other options (including no None option). The only option from the player's perspective is how to color it. After that, if players want the flowy arm things... shoulder option, or maybe they might want something else in place of that. Bikini or shorts or full leggings, whatever tights or bottoms with skin options the player wants to customize with, same for the upper body under the dress. Limit the belt and leave the rest up to players' to play with.

I dislike confusion and the controversy its use in teams creates, so I watch controllers and if they confuse any enemies, those enemies become my primary target. Don't confuse it unless you want me to kill it first.
