  3. Sorry but no. No it doesn't. The fact that you're so acclimated to putting Hasten on everything doesn't mean Hasten is in any way "mandatory". It's merely a min-maxing strategy.
  4. MANDATORY? Uh. No. This is a lie. Or, at best, rampant hyperbole. NOBODY is twisting your arm behind your back and screaming at you to "Take Hasten OR ELSE!!!" If you want to come up with a justification, come up with a justification. This is deception and weasel-wording to push a narrative.
  5. Except provide a buffer against debuffs and cascading Defense failure. And Incarnate content.... Except that 25% Defense roughly halves your damage-taken numbers. And every point of defense is more valuable than the last. The whole point is that these powers grow, enhance, and gel together AS YOU LEVEL UP. You don't take a power and insta-godmode. There are tradeoffs. Yet it's possible to get a balance of both. So you aren't a Tank, but you also aren't "Ze speed boosts! Zey do nuzzink!"
  6. You could always go Rad. YES, you'd still have to get in close. But Rad's equipped for it. And with a decent build, you become a demonic Roomba of death.

  11. Normally you do this with a slider bar at the bottom of the power's stats tab in the lower left-hand corner. If you're trying to do something where you want to allow for ZERO foes hit it takes a bit of database editing. In Mids... Options Advanced Database Editor Then Main Database Editor AT_Primary or AT_Secondary (Blaster_Ranged, Blaster Support, etc) Power Set Power Name Edit Under Power Scaling in the lower left-hand corner of the Edit Power (Basic) window.

    Here's a stab. Decent-ish Defense High Recharge (If you +5 the IOs in Hasten, you have Perma-Hasten)
  13. Maybe run HWMonitor in the background. And periodically check GPU temps when you get these slowdowns/lock ups.
  14. It's not that Confuse is weak. It just has a couple downsides to being used profligately. It's NOT like damage spamming.
  15. Stick with 27 right now. The bugs in the 3.0 build planner are non-trivial at the moment. Give the Mids crew a bit to baseball-bat it into shape.
  16. Alpha Incarnate screen has missing items. Of immediate note, T4 Spiritual Core.
  17. Hasten's text block says two minutes. The Duration says 30 seconds.
  18. First thing noticed in building an Energy Melee Super Reflexes Brute. Brute ATIOs are borked. BADLY. You can't slot a full set of them. They barf on the Quad-aspect. And even if you remove them all and clear the slots off, you can't slot them elsewhere...
  19. Also, consider that you get FAR more out of stacking Controllers and Doms than you do out of stacking Blasters or Corruptors. *Points to the legendary Fire/Rad super-team.* Legendary lock-down. Massive damage buffs. Massive Recharge and Endurance buffs, on top of normal things like stacking Defense. Bring a couple teams of them on a ship raid. Lock down the drop ship and kill it in short order. Then spend the entire bowl-phase of the raid at capped Recharge. Not the Fire/Rads (though them too). But EVERYONE.
  20. Part of the problem with Confuse is the limited utility and the various downsides (you get no XP from enemies killed by other enemies). And the fact that with side-switching enemies, it can actually make them DANGEROUS (there's a mission in First Ward where an enemy side-switches. And if he does it while confused, he becomes an unstoppable killing machine THAT YOU ARE UNABLE TO AFFECT!)
  21. Part of it is that you're chasing high recharge. That can put certain goals at odds. Here's how *I* would attack it. It'll take you most of the way there. 44/44/43. Just make up the difference with Agility (Bumps you to 47/47/46). Still takes you to 147% Recharge.
  22. 1: Run a full system AV scan. 2: Run a full boot-time AV scan. 3: We're going to run the System File Checker. Shut down as many extraneous program files as you can. Run a Command Prompt as Administrator DISM.exe /Online /Cleanup-image /Restorehealth Let it finish. Reboot sfc /scannow Let it finish Reboot 4: Again, if you have not ACTUALLY done so, load up the latest Windows drivers. Do a "clean load" if the option is at all available. 5: You CAN uninstall GeForce Experience if necessary. It's not required. If your system is a "dual GPU" Optimus style graphics card, try this app: https://github.com/jobeid/TrayPwrD3 It works by pinging the dedicated GPU at short intervals preventing the system from shutting it down and trying to swap back to the Intel solution.
  23. Basically Spring Attack is just badly implemented all around. Every aspect about it is utterly broken. Procs don't work. Damage doesn't enhance properly. And for a pool power that requires 2 qualifying powers, its base damage, recharge, etc, is utterly trash.
