  1. Part of the problem with Confuse is the limited utility and the various downsides (you get no XP from enemies killed by other enemies). And the fact that with side-switching enemies, it can actually make them DANGEROUS (there's a mission in First Ward where an enemy side-switches. And if he does it while confused, he becomes an unstoppable killing machine THAT YOU ARE UNABLE TO AFFECT!)
  2. Part of it is that you're chasing high recharge. That can put certain goals at odds. Here's how *I* would attack it. It'll take you most of the way there. 44/44/43. Just make up the difference with Agility (Bumps you to 47/47/46). Still takes you to 147% Recharge.
  3. 1: Run a full system AV scan. 2: Run a full boot-time AV scan. 3: We're going to run the System File Checker. Shut down as many extraneous program files as you can. Run a Command Prompt as Administrator DISM.exe /Online /Cleanup-image /Restorehealth Let it finish. Reboot sfc /scannow Let it finish Reboot 4: Again, if you have not ACTUALLY done so, load up the latest Windows drivers. Do a "clean load" if the option is at all available. 5: You CAN uninstall GeForce Experience if necessary. It's not required. If your system is a "dual GPU" Optimus style graphics card, try this app: https://github.com/jobeid/TrayPwrD3 It works by pinging the dedicated GPU at short intervals preventing the system from shutting it down and trying to swap back to the Intel solution.
  4. Basically Spring Attack is just badly implemented all around. Every aspect about it is utterly broken. Procs don't work. Damage doesn't enhance properly. And for a pool power that requires 2 qualifying powers, its base damage, recharge, etc, is utterly trash.

  6. In short. Game balance *IS* important, even in MMOs. But, over time, with enough resources, and a good understanding of the systems in play, one can judiciously min-max themselves up to (or around) the limits of the game balance. This is NOT a "bad" thing. ANY game you play long enough, you're going to learn enough of it that you can compensate for limits imposed by game balance mechanics. How would you rather start a fire? By spinning a stick in a pile of kindling until it lights? Or do you want to use a lighter and some lighter fluid? How do you want to build a wall? Pile and mortar a bunch of rocks over a couple weeks? Or just pour concrete in one day? In both cases, the RIGHT answer is "it depends".
  7. Note: I don't know this for sure. But the logic sorta tracks. Likely this is to stop characters from easily obtaining Entrusted at Level 1. Since access to SGs is pretty much given these days, a brand new character out of a Tutorial zone can jump into Echo Galaxy or Echo DA (for villains) and make a death run (for villains) to the O-portal or tram. They can then jump up on the Oroboros building, get the exploration badge and get Entrusted.

  15. For generic IOs in attacks? 2 Acc (I *HATE* MISSING!!!) 2 Dam 1 Rech Acc always goes in first. Then a Dam. Then the second Dam (especially early on, you're still gaining some +Acc for buffs like the DFB buffs). Then the second Acc Then the Rech when you get it. Non-Auto Defense/Resist? Def/Res Then an End Health 2 Heals Stamina 3 EndMods
  16. On a properly built Invuln, Psi damage doesn't stop you. What does? Super-cheaty stuff. Untyped death patches, etc.

  18. The thing that REALLY chaps my ass is that right now is simultaneously a GREAT time to build a computer and a TERRIBLE time to build a computer. In terms of sheer performance, we've never had such choice. And, even on the low end and in the mid-range, we're spoiled. OTOH, paper launches, scalping, etc, have made it VERY difficult to get newer parts. If you want to put together a 9000 series I5 or i7 with a low-end enthusiast card (GTX 1660 or so), you can do so reliably. If you want one of the newer Ryzen 3 chips? Just not available as the initial allotment was sucked up by scalpers who're trying to sell them for 2-3x on EBay and Amazon. If you want one of the RTX 3000 cards from NVIDIA or the Radeon 6000 series from AMD, again, they're mostly just not available. To boot, the RTX cards pricing starts are "ARE YOU INSANE?" and goes up from there. It's frustrating as hell. I *NEED* to build a new rig. My current one is in the process of dying. And I'm afraid to wake up and find it's died on me. EVERY MORNING. And with my job, I can't "settle" for a "budget" solution. Yeah, I can economize of the video card (I currently already have an RTX 2060). But I need to get maximum performance out of the rig in other ways. And Intel is currently NOT an option.

  20. Teleport chains. You get 8 people on a team. Slot teleport for minimal interrupt BUT NOT ENDURANCE REDUX. Position at the last 7 "gates" on the run. Create a bind to broadcast/team/Request "NOW!" Have the "guinea pig" start the run. At the appropriate gate hit the chat macro and have the first person hit teleport ally. Have each person below them watching for the endurance drop of the person before. Once they see the endurance drop, hit TP ally. Will have to dig through my screenshots for my best times. Note: This SOUNDS simple, but teleport chains like this can be REALLY tough to put together. Even with a team that's really on top of things.

Me? I prefer to start up a new one. Again, Command Prompt --> Run as Administrator sfc /scannow This will scan all protected system files, and replace corrupted files with a cached copy that is located in a compressed folder at %WinDir%\System32\dllcache. The %WinDir% placeholder represents the Windows operating system folder. For example, C:\Windows. Note: Do not close this Command Prompt window until the verification is 100% complete. The scan results will be shown after this process is finished.
  23. Question: Are you running 32 or 64 bit Windows? Unfortunately, even on a majority-identical set of Windows boxes, all patched at the same time, you can have tiny differences in load order, and driver interactions. So they each behave differently in certain edge-cases. We're not talking a stable, sane OS unfortunately. If I knew exactly WHY Windows acts this way, I'd be getting paid a LOT more money...
