Lowbie I usually slot DAM (p2w), Acc, End, Dam, Dam, special, the special would be range, recharge, slow, immob or whatever the power takes (thats my blaster slotting, other less awesome AT's get tailored ones)

I don't slot any IO's until I start slotting set's at 50, don't see the point, it's not like you need them in city of facerolls, usually only once I've run out of fun stuff to do I start getting sets and slotting them, I may start slotting regular IO's when I can slot them as 50's but until late 40's you won't find me with ANY IO's just no need

It would be bad programming, and burning bandwidth unnecessarily to tie it back to the server, so going by how the cryptic engine was written, I fear it does talk to the server (but it REALLY shouldn't)

it may actually all live client side, there is no need for the client to send the character order to the server, just to tell it which character you have selected, in which case a plug in for the client may do the job, I've not looked at the source, so this is speculation, it IS however how i'd make it work, and I can't think of a single reason for the client to send the order list to the server, so it may actually be something that can be done as a plug-in

Considering how the character order works, I suspect there would as you say, need to be a significant rewrite to both the client and server to do this

All our opinions on what type of enh powers should be balanced around are irrelevant, CptPowerhouse balances them around SO's and since he's the one that looks after power balance for HC thats pretty much all she wrote...

AR doesn't need buffing at all, it's setup differently than other ranged sets, and if played how it's meant to it kicks serious butt! playing different is something a lot of people seem to be unable to grasp

Interesting, I have mobs spawn down there quite often the RNG is a strange beast

is it worth the programming effort though? I'm not so much against the idea, as no sure its worth the effort
