Personally I like how the GM posted, warning us to be civil to the guy derailing the thread. But the guy derailing the thread? Nah, he's going to be allowed to go off on his one man crusade in every thread he touches and there's nothing we can do about it. Because derailing every single thread with this horrible idea, that has nothing to do with the topic of the thread, that's ok. That's not rude at all. Nope. There's nothing uncivil about derailing every thread you post in. Nosiree! -

Look, I realize that this is your thing. The thing that you reflexively post in response to anything. But, this has literally nothing to do with what we're talking about. This thread, just in case you missed it, is about buffing Brutes or nerfing Tanks. Blasters, and the defense hard cap, has nothing to do with this. Try to stay on target, Red Five. -

To be specific, I think the problem is that IOs really benefit some ATs and not others. Add IOs to a squishy Blaster and he becomes as tough as a Sentinel but with twice the damage. But can a Sentinel focus on +damage and raise their damage to Blaster level? NOPE. Can a Tanker, who doesn't need more mitigation, raise his damage? NOPE. The Scrapper, oddly enough, can both significantly increase their damage and their mitigation with IOs, and they're the only AT that can do that. Brutes, because of their low damage scalar, are even less affected by IO damage buffs that every other AT, except Masterminds. My Empathy defender can get IOs that will increase the strength of her heals, but can my bubbler get an IO set, or special IO, that will make her bubbles stronger? NOPE. Dark defender special IO to increase their debuffs? NOPE. But that dark defender can get perma-Hasten or get soft-capped. So the problem is that some ATs have problems that IOs can address while others do not. AT specific IO sets could fix that, but so far that hasn't been done. Except for Scrappers. -

Yeah. A much better comparison would include Scrapper crits and Tanker's larger AoE. Maybe someone should do a test like having a Scrapper, a Tanker and a Brute clear a mission or something? 😄 -

Some one please correct me if my math is wrong, but I think it's actually more like this: Assume a power deals 100 damage baseline and 3 even level SOs = +94.99% damage (after ED). Tanker = .95 with enhancements damage = 185 Scrapper = 1.125 with enhancements damage = 219 Brute = .75 with enhancements damage = 146 with 50% Fury = 221 with 75% Fury = 259 with 100% Fury = 296 -
I rerolled my Empathy/Energy Defender from live servers as Empathy/Water on Homecoming. I'm still glad I did. It works better for that character and it's a ton of fun.

Just FYI. It wasn't the showrunners of the various Star Trek series who invented the idea of a continuous shared universe, it was the fans. In discussions, both online and in the before times, fans discussed things, possibilities and stories in various novels. In an attempt to find a single word that would describe the concept of "it's only official if we saw it on screen" they resurrected an old religious word: "canon." The showrunners of ST: TNG had a rude awakening when fans' vehement feedback informed them that they were violating rules previously established in TOS and the first 2 movies. So yes. It was originally done by Star Trek fans. It's called "Star Trek Canon."

I'd say mostly as a Quality of Life change. It's annoying on my Sentinels to round the corner and not be able to engage the enemies because they're 62 feet away from me, or whatever. It happens a lot. And yes, I'd definitely look at their crappy Epic Pools. The ones that aren't crappy I'd leave alone. In fact, I'd look at all of the Epic Pools for all of the ATs and do a little work on all of the crappy ones. But I'm not a dev and, for all I know, they simply don't have time for that. And thanks, Siolfir, for correcting my mistake on the numbers. Basically what I meant was "make Sentinel ranged damage equal to Blaster ranged damage and Scrapper melee damage." I'd leave Sentinel melee damage as is and just remove their inherent. Then I'd change the in game text to read something like: "You're a heavy assault blaster. Your inherent power is the armor and mez protection that Blasters lack."

According to the wiki Sentinels have a .95 ranged damage modifier vs Blaster's 1.25. If I were fixing Sentinels I'd remove their current inherent power altogether, increase the range of their attacks to Blaster ranges, and increase their ranged damage from .95 to 1.25, the same as Scrappers and Blasters. But with no snipe, no inherent and reduced AoE target caps, Sentinels are still going to do significantly less damage than either Blasters or Scrappers. I'd also bump their buffs/debuffs and look at their crappy Epic Pools.

Cryptic / Paragon developers working on Homecoming

Bree personally knows, or has at least talked to, the Homecoming developers. If that's not confirmation then what is? And no. My thread title wasn't "bait." At least not intentionally. I don't gain anything from you reading my thread. I'm not selling anything. -
Earlier this week, on the Massively Overpowered podcast, Bree said something interesting: "An unpaid team of amateurs. Maybe they're pros and they're just stealth adding this. That wouldn't surprise me either. Cause I know that goes on in the City of Heroes community, where some of those people are developers, and they do work on games, and they don't want you to know what they're doing on City of Heroes, but that's why we're getting quality content." It's at 16:50 if you want to jump straight to the quote. I know what you're going to say. You're going to say "Why does it have to be developers specifically from Cryptic/Paragon?" My response is: We know that a Paragon developer leaked test server code to Leandro. Having someone who's familiar with the source code would explain why they are to do so much with the game. I know for a fact that at least one Cryptic developer posts on the Homecoming forums. I remember his non-dev name and have seen it here. What's more likely? That NCSoft decided to enter into talks with a bunch of people they've never heard of who have a pirated copy of their code? Or that one or more Cryptic/Paragon developers was able to talk with someone they know personally at NCSoft and convince them to ignore the rogue servers hoping it will garner NCSoft some good will? At this point it appears highly likely that at least one of the Homecoming developers once worked on City of Heroes, either at Cryptic or Paragon Studios.

Just so you know, you've completely missed the point of my post. To be fair though, that's probably because of my poor wording. I wasn't dismissing yours, or anyone's claims. I was pointing out that people should pay attention to the beta patch notes and speak up about stuff while it's still on the test server. Yes, I know that some people did. The person that I was responding to did not. That was my point. Not that no one said anything about it, but that HE should have paid attention to this and spoke up about it before it went live. -

It's time for another mandatory suggestion on how to "fix" the Shadow Shard Zones! My suggestion is broken down into various stages that the developers can implement one at a time as they have the time, instead of having to do everything all at once. The idea behind this is to make things easier for the devs to implement, although the standard code rant applies. 1) Make zones available to characters of all alignments. So PvE co-op zone. 2) Raise the level of the enemies in the outer ring of the Chantry/Storm Palace to 50-54. 3) Add scanner/newspaper missions to the zones. Level 40-50+, including all enemies in that level range. This allows people to encounter enemies they've never seen before (like Council America) without the devs having to create new enemy factions. A) Rescue a patrol mission. Hostages are soldiers they do not need to be lead out. B) Rescue a named NPC mission. They do need to be lead out, ambushes may happen. C) Boss kill mission. D) Recover mcguffin. Click glowies, optional boss. E) Gather Kora Fruit for the refugees. And kill enemies while you're at it. F) Clear out a hidden base. Kill most, plus an optional boss. G) <Hero Name> needs backup. Rescue hero (optional) and boss kill. 4) Because of the distance between mission doors add an NPC just inside the entrance that can train and is also a vendor. Bonus points if they can also add P2W vendor and Null the Gull functions to this vendor. 5) Add a capstone mission that opens up every 3-5 missions, just like the safeguard/bank missions do in the normal hero/villain zones. A) Raid an enemy base. Boss kill with optional glowie that awards a temp power to whoever clicks it, just like the weapons deal side-missions in Safeguards. 6) Add more mission doors to the zone. One easy way to do this may be to just have a hidden door in one of the many bushes on the various floating rocks. The mission door wouldn't even need an art asset, just the base of the plant itself. 7) Add level 50+ story arcs to the zones. Additional suggestions, tweaks, criticisms welcome! My only request is that if you don't like all or part of my suggestion, or if you just think I'm an idiot, please explain why.

You could play /Radiation or /Dark Melee and then color the powers with alternating Red, White and Blue. That's what I did with my Invuln/EM tanker and it works pretty well.

Agreed. I also didn't want do have to deal with a combo system on my Invuln/EM Tank, but the math shows that the current version has objectively better DPS. I do kind of miss the days when stunned enemies would ice skate away at warp speed. It could be occasionally frustrating to deal with but, most of the time, it was just hilarious.

For 1,000 years he has been the default pronoun in the English language when the person is hypothetical or sex of the person being referred to is not known. Combing through a ton of descriptions and changing them to a pronoun that is "more acceptable by today's standards" is an awful lot of work just to virtual signal to your friends on Twitter/Facebook. Speech is not violence. And being accidentally referred to by the wrong pronoun isn't going to harm you in any way. Just in case it isn't clear: I vote 'no'.

I'd just turn Rage into a toggle and then up the damage of the Super Strength attacks so that the new overall damage output would be equal current SS + 1.5 Rage. This seems like a nice middle ground and would allow it to be ported to Scrappers without unseating Titan Weapons as the best damage dealer. Of course I'd also add damage to Hand Clap. I've always thought that Hand Clap doing no damage at all made no sense.

issue 27 [Beta] Patch Notes for April 24th, 2021

I just logged off of the test server a few minutes ago. 1) Brainstorm is always a little laggy for me. I suspect this is because it has less dedicated hardware, which makes sense. Today however it is extremely laggy with constant rubber-banding. Not complaining, just letting you know. 2) I absolutely love the locking power and locking tray numbers. It doesn't lock macros in tray though, which was kinda surprising. If you can, the third change that would make the UI perfect would be the ability to lock all UI elements in place so that I don't accidentally drag them around, which seems to happen now in place of dragging a power around. 3) I'll wait on further Kinetic Melee feedback until the patch goes live. If I'm wrong then I'll happily acknowledge it, and I'll smile while everyone laughs at me. -
Possible ways to help support classes

I've long thought that the best way to increase difficulty at end game would be to increase the amount of damage that 49+ enemies do. And at each level above 48 their % bonus damage is larger. Something like 49s would have a +5% damage bonus over now while 54s would do +30% more damage than they do now. Or something like that. I'm just guessing on the numbers here. No increases to their defenses or hit points, just their outgoing damage. That just slows missions down and makes them a boring slog. If done right this would make teams desire a tank more (tankers are also support ATs). Also, if the enemies can do enough damage to threaten a tank then that will automatically make teams want defenders and controllers on their teams as well. Boom. Support ATs, and teams, both become more desirable at higher difficulties. -

I love the HC developers for keeping City of Heroes alive. I really do. However, the one thing that I don't like is that once they decide to nerf something it gets nerfed. The amount of people against it doesn't matter, showing all the math you want doesn't matter, nothing matters. They ask for feedback but, if your feedback is too aggressively against their proposed changes they hide your posts and say that your feedback wasn't focused enough. Kinetic Melee is going to get nerfed no matter what you all say or do. I hope I'm wrong, but I'll bet real money on it that I'm not. -

Oh, you mean the thread where you and the other mods deleted almost all of the posts arguing against the combo system because it wasn't "focused feedback"? That thread? No, you don't get to show a discussion that you edited to your liking as "proof" that everyone was just peachy with the combo system being added to Energy Melee. Look, you're clearly the kind of person who never admits when they're wrong even when proof is shoved in their face. That being the case I'm just going to bow out of this conversation now before I get myself in trouble. -

I'm not misrepresenting my opinion as that of the entire player base. But I was in those beta feedback therads too. Not one single forum poster said "Oh, I love a combo system, that's great!" No. All of the feedback was either that they didn't care or that they were against it. No one was for it, and yet it went through anyway. So explain to me how that's "listening to feedback." That's "we heard your feedback but we're going to go ahead and do what we want anyway", aka ignoring feedback. P.S. Please don't add a combo system to Mercenaries.
