I love playing my Bloo... Water/Poison Corruptor. Though it often draws aggro away from the "tank" because of the debuffet that gets laid down. For some reason the vectors... I mean targets don't like it, can't figure out why. <.<
The majority of my characters use 1 or 2 slots. <.<
I think I've had 3 characters (including on Legacy) that used 3 or more slots and only 1 that used all the slots.
2 of the 3 used the slots to show progression, one being tech so his suit kept getting upgraded the other kept progressing towards her half-dragon form.
With regards to downloading, I believe Homecoming still uses what was implemented in Legacy, so it should download and install in stages. I say should, but I didn't test this when I first installed this last year.
1st: Character Creator - You should be able to launch and enter the CC while the rest continues to download.
2nd: The tutorial. If you wish to play through the tutorial, you should be able to enter that after creating your character, depending on how long you spend mucking about in the CC.
3rd: Atlas Park/Mercy Island/Nova Praetoria - The starting zone should be accessible next.
4th: The rest of the game.
At each stage the installer should tell you that the next section is available.
The problem with the RMT's is that inf is ridiculously easy to make in CoH, Gold spammers were not that big of an issue back on Legacy on the majority of the servers. If they only had CoH to rely upon for an income, I'd say they would have been starving, mostly I think they spammed Warcraft and SWToR as well as some other MMOs.
I'm surprised that they don't have sub-forums to separate things. Like Powers, Animations, Mechanics, Enhancements, Srcs, etc.
Though I suppose it could be argued that they left it this way to see what floats to the top, so to speak.
Do these count?
Atlas Park Harvest Festival: 309.0 4.1 176.0
Atlas Park Spooky Haloween: -103.2 60.6 734.1 and 248.9 60.6 734.5 (Also one at the lake @ 309.0 4.1 176.0)
Frozen Winter Forest: 120.5 4.0 -66.8 (Probably my favourite)

Otherwise...
There are only two powers that are an absolute requirement and that's the 1st power in your Primary powerset and 1 of 2 powers in your Secondary powerset.
