NPC MoG duration should match player MoG duration. Other than that, I fully support mobs to have access to tier 9 abilities. I honestly wish they had the same amount of powers based on their lvl that players of that lvl do.

@cranebump, Despite thinking "The Magnificent Asshole" sounds like a funny toon name. The player behind it sounds like a n00b for running by objectives. It's one thing for a player to rush ahead, especially if they are benefitting the team by completing objectives, but it sounds like they weren't even doing that. Did the team leader not trying to reign in the tanks/PB (especially if others on the team were dying)?

On a resistance based toon I pump the resistance as high as I reasonably can. Dark Armor has some decent mitigation in Oppressive Gloom, and some more with cloak of fear's fear effect (if you can fit it in and give it enough slotting to reasonably hit). I typically skip Cloak of Fear most of the time but I have it on a couple dark armor toons and it has its use. Once I have my resistances sorted, I build for slow resistance so dark regen doesn't get slowed down if necessary. Then I pad defense typically. Which I do that more for pretty much one reason, to dodge debuffs. Sure it won't stop them all, but it helps smooth out the ride. Recently my dark/stone tank took harmonic mins and that power is a godsend. I'd suggest looking into it if your having end issues.

Pairing this with the removal of negative level shifts for mm pets would go a long ways towards helping masterminds out. Perhaps even a pop-up on loading in a new mastermind to direct them to a forum guide about mastermind macros/binds for learning about advanced pet commands (vets would just click the button to dismiss the pop-up).- 8 replies

I prefer to use powexec_location cursor as it saves me a mouse click. Otherwise an up:max is useful outdoors for getting the hell out of range quickly, or back:40 for giving yourself some breathing room if you're a ranged player.

Remove NoPhase Entirely, or from Hibernate

NoPhase was not just a PvP design, it was also implemented for PvE so that a character couldn't just sit in phase forever (phase shift used to be a toggle that you could keep on indefinitely if your end could support it, if memory is correct the end cost was something like 0.65 end/sec) and get rewards for not being in any risk. And yes hibernate was too strong without NoPhase condition given its recharge. They could remove the NoPhase aspect of it if they compensated and increased the recharge of the power but that would reduce the effectiveness of hibernate overall. That said many ice tankers don't just sit around in hibernate anyways. -

Are we only counting influence totals on hand, or estimating the amount of influence we'd have if we'd liquidate our assets? First scenario I have more than 1 influence. Second scenario I have more than 10 influence. -
I can't say this enough. I played Fire/EM, Ice/EM, AR/EM and later Psi/EM. Sure all except the AR were toons I used in PvP, but it just goes to show how powerful /EM is.

The reason for this is venomous gas was originally ported over from MM's Noxious Gas. Noxious Gas is a ranged AOE that is anchored onto an ally and poison was originally a MM exclusive set then later proliferated to Corruptors, Defenders, and Controllers. The power was reworked into a. Pbaoe for Corruptors, Defenders, and Controllers. So it's possible that each of those ATs is allowing to slot ranged enhancements by error.

That's an understatement. If I didn't meet my wife when I did, I would of likely took a job offer that would of had me working for a different government agency.

I fully recommend joining the Gold Standard Testers group, and test stuff the devs are actively working on. Then you can help test proposed changes and actually have discourse with the Dev team. If there's a proposed change that you don't agree with you can voice that feedback, but I recommend having some detailed explanation why the proposed change is bad. At the end of the day the HC team are players that are passionate about the game just as everyone else is. -
Since you've been playing for awhile, you'll likely note that individual players can get more out of a toon than others. That said I've absolutely out damaged pug blasters while using domis and even trollers. Some Domi powersets allow for more damage than others. I mean try a Plant/Sonic/Ice domi, as it leverages -resistance debuffs, -res procs, sleet, and the added damage of plants control. That right there is a hell of a team damage multipler While also tossing out so much CC that other characters on a team don't have to worry about incoming damage and can typically go ham on damage. That is worth its weight in gold.

Ice/Poison/Dark You have Ice Storm/Blizzard benefit from scourge. Poison only really requires 3-4 powers and doesn't really need significant investment of IOs, some Lysos/Enzymes do wonders. Dark gives you a res shield that works well, Oppressive Gloom to stun minions/lts around you, and Spirit Drain to help increase your damage. I'd take clarion radial, for mez protection and a power boost ability.

I do miss the days of i1 esque Perma Unstoppable. I haven't really used it since it was made to no longer allow it to be perma. -

Reminds me of when I had about a 25 foot range on Bone Smasher and Total Focus using Centrioles in each power and then using Boost Range on my Fire/EM PvP blaster. People used to say Hacks in Broadcast and accuse me of cheating. But at the time Centrioles could get the range up to around 16 feet and then boost range was about a 60% increase on that. That didn't last long until melee attacks couldn't benefit from range buffs anymore.

I personally play of max graphics/ultra mode. My wife who doesn't play saw me doing a Hami raid and asked "how the hell do you even know what's going on?", to which I replied "I've got 20 years experience learning all the animations. I do agree though with @Snarky that all powers should get options for recoloring, because limiting the color choices on animations can really mess with someone's concept of character.

@Eiko-chan, if you don't like the Council update, you could potentially experiment with other CoH servers like Rebirth, Thunderspy, etc. that hasn't changed the Council in the same way. That said each server has its own unique changes over the last several years, so it's about finding what's right for you. Best of luck out there. -

Given the stipulations, Elec Armor and melee sounds like a good choice. As a resistance based armor, build it as a Tanker or Brute to have a higher resistance cap (90% as opposed to 75% that scrappers/stalkers get). I have elec armor paired with ice melee, rad melee, and titan weapons personally. Pairing wise for others, I'd consider: Fire Melee (if going to tanker, it gets an extra AoE over Brute). Ice Melee - added mitigation with ice patch and slow effects from attacks. Super Strength - if rage timers don't bother you this set is great. Titan Weapons - you get Energize with Elec Armor, and when slotting at least 2 Unbreakables in your res shield you can get further end discount, which helps the set. Adding in some recharge slotting which you likely would be doing anyways a nice fluid attack chain. Mine also takes whirlwind for flavor and is a spinning electric dredel of destruction. Stone Melee - some nice crunch to it, fault is a real hero here as long as it's slotted for accuracy and a FF proc. The KD adds some nice mitigation and with FF procs helps turbo charge your recharge for things like Energize/Power Sink. Radiation Melee* - this set used to be really good, but after the IG "fix" and given the longer animations it seems clunky. Slotting wise: I'd aim to make sure your resistances hit cap, which is easier on a tank with MotT procs. Otherwise I like to cycle Rune, Demonic, Melee Core to give me some slotting freedom for a few procs. You also want slow resistance to cap and decent recharge for Energize. -

Under defensive adaptation that resistance gets an additional increase of: 1.65% res for S/L/T, 1.239% res for F/C/E/N, and 0.99% res for P. For Bio it appears the same but lower values for AT modifiers. What kind of testing environment are you observing this in? Are you in a base? PvP zone? Under some source of debuff? What kind of slotting do you have in the power? Do you see resistance boosts when the power is unslotted?
