The Silver Skull, a Katana/Rad Scrapper from Praetoria.  He was nearly killed in his own experiment, and his devastated body now produces a dangerous particle which he channels into an blade.

 

 

Oil Baron, a Water/Fire Sentinel.  He discovered a potent, but highly mutagenic new type of oil and made a fortune.  Unfortunately, once the hazards were made public he found himself facing down the law, and one plummet into a vat of his own oil was all it took to transform him into a full-fledged supervillain.

 

 

Gremlin, a Savage/Elec Brute.  A denizen of Paragon City's sewers, nobody is quite sure what to make of this mutant other than that he seems nice enough and should not be anywhere near electronic devices.

 

 

Curare, a Psi/Bio Stalker.  The mutant daughter of a high-society supervillain family, she uses her Psi-Venom to murder high-profile members of the Rogue Isles' criminal underworld, just to see what happens.

 

 

Johnny Hellfire, A Demons/Thermal Mastermind.  Johnny has been operating on Earth for centuries, under orders from the Big Man Downstairs to drag demons who have overstayed their contracts back down to Hell.  He thinks humans go through styles too fast, as he is still enamored with the American 1950's.

The original Bludd Quartz from before Sunset, more or less.  Mutant Stone Armor/Energy Melee Tanker who was injured in the Rikti Invasion and the arms were replaced with cybernetics.

 

The new Bludd Quartz, the nephew of the original, taking his Stone powers to Tank with Shield and Stone Melee.

 

Thermal Bloom, a Nature Affinity/Fire Blast Defender.  A former member of the Circle of Thorns and Elemental Order, seeking repentance for the crimes of the past.

 

Magma Rider, an Earth/Fire Dominator native of the Earth's core who ascended to gain the power to take over his home land.

NegaChron, a magical time-traveler who landed in the wrong version of the past he wanted, but he'll use his Demon Summoning and Temporal powers to gain Power in Praetoria or the Rogue Isles.

 

Reverberitone was a citizen of Praetoria who tumbled on a power suit that uses sonic amplifiers and energy shields to protect the citizens despite the PPD.

 

Emerald Shillelagh was working at a school when ancient magical powers were activated in him to protect the students when they were attacked by a Ghoul squad.  They have manifested in Radioactive punchs and subtle biological enhancements to allow him to be strong in scrapping against those who would harm Praetoria's citizens.

 

Shadow Rage had bio-implants installed to call powers to bind criminals with shadow and assault their minds.

 

Umbrom, fresh from the Zig, was a Hellion who mushed up an imp to create his tattoos.  They've allowed him to blast and shield with shadows, but the magic has been altering him...

 

Garra Verde was a member of the Resistance till Neuron got his hands on him.  Now his altered form has infected his mind and turned him in to a Savage Brute with Radioactive Skin.

The Truly Outrageous Jem!'s costumes are all based on actual outfits from the cartoons, if not in actual shape at least in color scheme. I also named each costume on my popmenu after a Jem song he he. I have other costumes for her but those are either seasonal or close approximations to the actual outfits from the show and I just opted to show the ones I primarily use.

Named after her grandmother Jacqui Benton, Jacqui Pacheco inherited her mother's fantastic computer Synergy, an artificially intelligent computer designed to be the ultimate audio/visual entertainment synthesizer. Synergy was capable of generating completely realistic holograms and, with this wondrous machine, Jacqui's mother Jerrica became the outrageous Jem of 80's rock fame.

 

When Jerrica retired from her music career and married long time love interest Rio Pacheco, she continued to develop the Synergy technology. As Jacqui grew older, and learned more and more about how Synergy worked and all the advancements made in the decades since it was first designed, she decided to take up her mother's old mantle as Jem but uses the fantastic technology of holograms and energy projection to fight the evils of the world.

 

She eventually moved her company, The Starlight Corporation, to Paragon city to help the city recover after the Rikti invasion. (She's a Technology origin Illusion/Radiation/Primal controller ^_^)

The Extracurriculars are former students at the Galaxy City International School for Superpowered Girls. They had to flee during the Shivan attack, and unfortunately had to do so with only the clothes on their backs. Their current "costumes" are mostly whatever they happened to be wearing at the time, as their actual costumes were in the laundry and had to be left behind. (RP-wise, they will eventually design replacement costumes, but for now they're wearing what they've got.)

@toosly: the top right pic in your first post, that is a lady yes? If so how did you achieve the buff look?  I know the bodysuit helps but I can't get the shoulders to be that wide or get the six-pack to look right.

Swap out that headdress with a pirate hat and I think you're good to go.  Make her a melee type with a cutlas. Or a Rifle/Beam Rifle ranged type with a steampunk gun.
