Verifying what Lex Talion said above. When exemplaring, the level slots were placed is irrelevant.

Scroll to or search for the Prerequisites section for links to Visual C++ and .Net, both of which you need.

According to google search, MSVCP140.dll is part of the MS Visual C++ and you likely haven't installed it. Hunting a link for it.

Whats the best secondary for an elec/?? tanker and why
Caulderone replied to the mauler's topic in Tanker
I'm kinda partial to /Fire. The AoE is nice, and the ST damage is reasonable. Example: Just look at that Debuff Resistance section. So nice. DDR = 0, though, so Ageless Radial can be very nice to patch that hole. Edit: If you want to work on /EM, here is a thread to start from. -
Mids' Reborn Unofficial (MRBU)
Caulderone replied to Felis Noctu's topic in Mids' Reborn Hero Designer's Forum
The Tanker values haven't been modified from the recent January patch where the damage scale went from 0.8 to 0.95. There have been several posts about them working on it, but changing the damage scale was never planned for. It requires major code changes. The Scrapper AT in the planner accounts for the average bonus crit damage. The game does not. That is likely the difference you are seeing. edit: For the scrapper, mouse over the damage line in the Info tab. You'll see the breakdown of the damage. 31.28 smashing + 21.27 energy = 52.55 which matches game numbers + 52.55 energy damage @ 10% chance (the scrapper crit) = 5.255 + 52.55 = 57.805 rounded to 57.81 So, what you need to compare to verify the Scrapper damage in the planner is available in the mouse over on the damage line.- 293 replies

I keep looking at it and trying different things. I end up the same, but different, but nothing "better". You probably have more AoE than you actually need. I'm not sure you actually need DC at all, but it is basically free to cast, so why not.

Mids' Reborn Unofficial (MRBU)
Caulderone replied to Felis Noctu's topic in Mids' Reborn Hero Designer's Forum
Gah. I keep editing the Taunt IO Perfect Zinger: Chance for Psi Damage to be 3.5PPM instead of 20%. Every time I quit and reload the planner it goes back to 20% chance. Anyone figured out a way to change that and have it stick?- 293 replies

I've been posting the fix for this a lot lately. You have one level 46 slot open. Place it in a placeholder power, say Swift. Now drag the level 46 slot over one of the higher level slots in BL. Now, you have a higher level slot in Swift and the level 46 slot (grayed out) in BL. Now, remove the slot from Swift and place it in BL. The lower level slot will be grayed out in BL, but it will work normally.

Options->Configuration Exemping & Base Values tab Base To-Hit (set the value) Set it to 39% for +4 Set it to 48% for +3 Set it to 56% for +2 Set it to 65% for +1 Set it to 75% for +0 (default) Now, when you look at any power in the "Info" tab, the Accuracy number will reflect this. Accuracy in the Info tab is best thought of as "final chance to hit".

Ignore the description, it is flavor text. The FUNCTION is defense to fire/cold/energy/negative, with a tiny dash of smash/lethal. You need it. It is not a skip. There are two powers that can be skipped if you need to, Resurgence (self rez) and Strength of Will.

Synapse's Shock proc: can be 'always on'?

That looks to be fixed on the Staging patch today. -
Quick fix incoming.

Wow. That was quick.

Ranged Hover Elec/SR - critiques and suggestions
Caulderone replied to Caulderone's topic in Sentinel
Very nice! Thanks! -
Your final chance to hit against +4s is between 55 and 66%, except Masterful Throw. Your final chance to hit against +3s is between 68 and 82%, except Masterful Throw . Do you overcome that with Incarnate Abilities?

I was playing with this and my Elec/SR sentinel build got better because of it. I also played with the Energy/Energy build and came up with an Energy/Time version that I really like. That lead to Elec/Time to match up with the sentinel, too, but that's a different subject. I blame Rathulfr for making too many things pop in my head. Here is the Energy/Time version of the build I posted earlier as another alternative.

Trade-offs. The resists would work all the time on all of the damage you take. The S/L defense would be useful for the melee attacks when in range for Nova, which is fairly brief. Neither is wrong, frankly. Just trade-offs for personal preference.

Ranged Hover Elec/SR - critiques and suggestions
Caulderone replied to Caulderone's topic in Sentinel
I made a couple tweaks to the build. After finding out a second PT:Heal wasn't all that valuable, I moved that slot out of Enduring and added it to FF. This let me move the Shield Wall +5% Resist to that slot and gain the 4 slot E/N resists. This then let me mule another LotG into Grant Invis where the SW was. I also realized I had added 2 slots to kick for 1.88% Range defense when I could instead add those 2 slots to Voltaic Sentinel for 3.13% Range defense. The other minor trade this made was 1.5% dmg for 10% regen. So, a touch more ranged defense and better recharge, which got TC down to 3.05 instead of 3.11. This means the gap in the attack chain went from 0.074 to 0.014. Not that either is all that big or noticeable, but it makes me feel better. Hasten officially went perma with that change, too. Frost has radius(range) 10 and arc 90 (for PPM purposes, which doesn't take the +50% from Gauntlet into account, thankfully). At 5PPM, assuming I have used the spreadsheet correctly, then we have the following proc chances: 50% slotted recharge = 57.89% proc chance 100% slotted recharge = 46.84% proc chance I'd say it should work very well in Frost.

As noted, I prefer SMotT in a single target attack. I do, however, like the idea of Superior Gauntleted Fist's +absorb in my AoE attack. The resist from SMotT I want reliably against a hard single target. The absorb from SGF seems most useful to me early in an AoE fight to help absorb the alpha or recover from it. Personal preference, obviously.

I've been getting an intermittent red pop-up banner across the top of the page saying something to that effect for about a day now. Edit: opened up Edge, which I normally don't use, and got the pop up. It says: "Website & Registration emails are down."

FYI, the glitches with the DoT procs and stacking have been fixed. You could T4 this.
-
The proc rate in toggles like LF and Quills is pretty low, combined with only being able to proc once per 10 seconds. Quoting Sovera from a recent thread using Superior Might of the Tanker. So, if you are building to depend on SMotT, you are better off having it in a single target attack.
