The civilians use different geometries; I don't think you could just port them over to player characters. -

While you can certainly make someone in plain clothes, the civilian models differ from that of player characters and have some outfits that we simply do not have access to. Maybe they just want access to one of those? -
CJ with the inherent swift & hurdle is actually good for a large majority of content. You could log off in the Shadow Shard if you want to keep a jetpack on hand for backup, but the prestige jump pack can get you quite far as well. I mean, given the level of tech and such in Paragon City, you could easily handwave having tapped into the mediport system to allow you to teleport/combat teleport or maybe even speed of sound w/ jaunt.

What you'd need is a power one can voluntarily use for themselves, including an obvious indicator to outside observers, that prevents THEM from being able to target anything, that way it couldn't be exploited in PvP or the like. -
I remember a time when instant healing was a toggle and regen was really really good.. must be from a different timeline, though...

So I pretty much take flight on all my characters. If they are of a natural or tech origin, I either go with a jetpack, rocket boots, or one of the tech wing options. That being said, my Crab Spiders are only able to take rocket boots or I must handwave it away as a flight belt or something. I was wondering if it'd be possible to take a set of the rocket exhaust nozzles from one of the rocket packs or tech wings and kind of graft them to the bottom of the crab spider backpack. Alternatively, I'd love some other rocket boot options - maybe some that use the effect the robot minions get while under the effect of group flight. Thanks for reading!

Save the .costume file they attached into your homecoming\costumes folder, then you should be able to load it from within the game, in the costume editor window/interface.

I don't think he needs to be moved, but it would be nice to add one of the generic vendors and perhaps a P2W vendor, (or w/e they're called now), by him.

Try ice or dark blast. I very much like devices. If you want a bit extra durability/survivability, consider taking mystic flight instead of regular flight, so you can eventually get rune of protection. You can change the look so as to get rid of the magical runes/glyphs if they're not to your liking and even get a free teleport out of it all. While you will have to take an additional power to get said rune of protection power, consider this - if you do decide to go with devices, you can take enflame to make your gun drone be on fire! You could also go with a sentinel, too.

The reason I don't think I'll be playing a villain for long

For me, there are 2 main reasons I dislike villain-side: 1. Most people play heroes, so finding a team is much easier there, (barring end-game stuff which is mostly co-op). 2. This is a little more nuanced, but to put it simply, IMHO villains are proactive, whereas heroes react. Our villains cannot truly pursue their own goals and schemes, and are little more than glorified lackeys for someone else. -

Most definitely as an option. That being said, I have seen many VEATs that head to Pocket D right away and switch to hero-side, so I could easily see their having stolen whatever equipment or otherwise "acquiring" the necessary training to progress without the greater Arachnos organization... -
The issue is they'd need to then re-code those objects into tailors. You could always go to said tailor/facemaker if you wanted to keep things RP-friendly. Alternatively, you could edit the costume them go and use a costume change emote within the phone booth to pull off the effect. After all, Superman didn't alter his costume in any phonebooth, he just switched into it, there.

I'm not asking for the VEATs to start at level 24, but to optionally be able to select to be a bane spider, crab spider, night widow, or fortunata, right from character creation. AFAIK, even doing their story arc content doesn't differentiate between which path you've chosen anyway, so it shouldn't impact anything there...

I would argue that dark melee or radiation melee make the best picks, since both have a self-heal, (which shield defense lacks), and radiation melee also includes a damage aura. Dark melee does have 2 additional PBAoEs, but they're on kind of long recharges.

I'd say if he looks like Neo, and his backstory involves him being some sort of resistance fighter from outside The Matrix or such, then yes. Change the look and backstory, and you should be fine.

You need to take into account the recharge bonus from slotting recharge enhancements in the powers, then the rest comes from things like the luck of the gambler global recharge IOs + the smaller recharge bonuses you can get from slotting certain IO sets.

Unless it specifically says you can only slot 1 of a specific enhancement, there's a general "rule of 5" in effect, where you will only ever receive the bonus from 5 instances of a particular bonus. Please also note that, for instance, a 5% bonus and a 5.1% bonus are separate buffs, so you could have 5 of each.

Yes, I was being sarcastic, but to bring up a point; A MM's pets are, for lack of a better analogy, their attacks. They each have their own pools of HP and endurance, and can attack regardless of whether the MM is mezzed or out of range. Could those pets use some love with regard to their fragility or the annoyance that is having to micromanage and upgrade them, or how the T1s being -2 levels means they are -6 to enemies when you are at +4, sure. Does this mean they should get the benefits of the upgrade without having to take the upgrade powers, no. Turning the existing upgrades into optional auto-powers that allow the pets to be instantly upgraded seems like a good compromise, IMHO...
