Shield can get decent resistance, it's a mixed defensive set, granting both Defense and Resist. As Werner said, it also has good damage. You can probably do better in the resist area (other than to Psi) than a Willpower can actually. If you do decide to go WP/Mace, here's the build that I use. This guy was my first 50 tank on live and still a strong contender.

I think you're thinking of Skipper LeGrange. His mission is a defeat all where mobs come running toward a door. Buck's mission has ambushes spawn for 15 minutes after you escort three hostages to a henge.

Fearsome stare has 2 things going for it. A Fear and a -ToHit debuff. The fear means they won't attack unless attacked, but they'll go back to the fear state so they can only attack occasionally. The ToHit debuff means they'll hit you less often.

Shield Defense's Grant Cover also provides team DDR.

It's... complicated. Procs are good for increasing your own damage, but you lose out on set bonuses by stacking them, so it's a trade-off. I personally prefer armored builds over proc-heavy builds.

Yes, Dark Astoria is an Incarnate Zone, so enemies have incarnate level to-hit. As for what the cap you should be going for... I believe (though someone please correct me) that it is 59% defense

Repeat Offenders focuses on Support mostly, so you can always join there. Alternately there is a group on Everlasting that runs all defender task forces on Sunday I believe, though I don't know what time or how to join them.

Here's probably how I would do it... Repulsion Bomb is a pretty good 3rd AoE and I like Force Bubble (though it is not something you use all the time). Still has capped defense to Melee/Ranged/AoE

I really like my Poison/Water defender, I suspect it would do well as a Corrupter as well. The nice thing about it is it gives you a self heal early on and it's not super heavy on Cones for AoE (unlike Dark)

I also want stone armor for Stalkers while we're at it.

I'm not going to get into #1 because there are people who know Invul and SS better than I do (I personally can't stand the Rage crash, so I avoid the set) To get in to #2, the easiest way to make money is to take your merits and buy Enhancement Converters, then sell those on the Auction House (available by typing /ah). These can sell for 65-75k a piece, and you get 3 per merit, so you can gain some influence pretty quickly.

Rooted was changed in the last patch so it no longer "roots" you, so you can run and jump with it now as long as you're not in granite.

Here is my Dark/Dark/Soul, he's got perma Haunt and basically perma-hasten. I'm sure someone could come around and add more damage to this, but it's good enough for my purposes.

Dr. Todd is different because she's an Ally, not just an NPC. If you try to Assemble the Team in a random hostage mission, you'll get your team with no hostage. If you could keep her selected, you could use Teleport Target on Dr. Todd.

Correct. But Shadow Fall and Group Invisibility are not mutually exclusive.
