This build will shred an AV faster than you could imagine, and it has an AOE immob so NOTHING can run away from your destruction and havoc. Minions are beyond softcapped. The Bruiser will regularly dish out 600 KO blows and 200 punches all day long. The minions are laughably tough, the recharge is pretty good too, you'll perma hasten pretty easily with the consistent forced feedback procs. You even have your own damaging chain so you don't have to sit there and feel useless yourself if you want to! And for the finale of this ridiculousness... You can Burnout -> DOUBLE GANG WAR!!!! And get another LS and another Freezing Rain and another Tornado... The Havoc... Unimaginable... Even yourself, you are softcapped to S/L/E, you have well over 1,000 HP with accolades, and you can run body guard mode. I can only imagine this build's Pylon times... It probably could reach 1000's DPS. Feel free to add critiques of the build. There is something wrong with your pool power, Boxing lvl 49 is screwing the Though and weave for earlier level, Perhaps it comes from there. Anyway thanks for your wonderfull PVE build.

If he's not specced for extreme levels of global recharge burnout is niche because it's not up often. It's a base 30 minute cooldown. My thugs/time took it because with perma chrono and perma hasten plus all the recharge I baked into his built to achieve both easily, my gang war is on a 2m 50s cooldown and burnout is like 7 mins now, so gang war and burnout are actually used alot to create damage absorption and extra damage. Being able to farsight 20 punks is hilarious. On a thugs/storm, if you don't have your recharge high enough for burnout to be up a decent amount, yeah I can see being better served by another power that's more constantly useable.

On a Thugs/Storm with a bunch of +Force Feedback Chance for Recharge procs it’s not that hard to get the Recharge up at all.

No suppression, getting multiple proc activations at the same time will stack duration but not Recharge. Some builds in some situations like chaining AoE KB powers can manage 100% FF uptime as long as the combat remains constant.

Some builds in some situations like chaining AoE KB powers can manage 100% FF uptime as long as the combat remains constant. This. Exactly how I have mine slotted on almost all my various Storm/ or /Storm builds. And it’s very easy to chain the +100% recharge between the powers so that I spend most of each spawn sitting on +250% or greater, which means everything is effectively recharged by time I get to next spawn. However, the side effect of this, as mentioned elsewhere, is that Storm is already an insanely high END build. All that added recharge just makes this situation worse. Most of the builds shown are T4’d incarnate builds when you can use Ageless, Cardiac, etc to manage the END. But for the 55+ levels PRIOR to getting there, you’ll need to find other ways to manage END. For me, I’ve made good use of Victory Rush and all the various +Recovery temp powers, accolades and buffs I could make in my base and/or obtain from the P2W vendor. Otherwise, I find myself with 2-3% END/s recovery vs. 2-3% END/s usage and can’t do anything. So keep that in mind when reviewing any Storm builds. Only applicable while leveling, obviously, but that’s a big part of the game.

This seems weird, so I moved it since I was using as a leveling build since it needs to be taken before Tough/Weave. 2. How are your thugs supposed to heal? There's not any healing powers as far as I can tell.

You feed them heal inspirations. Really, with my build, healing isn’t that big of a deal. Play it aggressive, no better debuff than flopping mobs dying on their backs. Resummon as needed. This isn’t an Empathy Healorz game. It’s a damage game. 1
Zeraphia Posted February 13, 2020 Posted February 13, 2020 I have returned to CoH, here to answer some questions about the build: I don't really heal... to be quite honest the defense is usually high enough to not care or they just outright nuke it before it even becomes a problem but yes, sometimes I do feed healing insps. Oh yes, the End on this is absolutely the build's biggest flaw unfortunately and there's really not much that can be done! LOL! The drawback of high recharge stormies! But, using Ageless when you are at the 10-20% end mark does seem to ease up on the build. Boxing can be taken whenever and wherever you want, I do not recommend taking these powers in the exact order I put this in, typically get your primary and secondary important powers first along with the leaderships if you can afford it, at lower levels you do not need to summon 4 nados 3 rains and 4 LS, you can get by with 1-2 nados and 1 freeze just fine for lower level content. I'm going to be honest here though this build is absolutely capable of doing +2 and +3 and SOME +4 content. It rips through literally everything +3 and lower (x8 AV), exemps SURPRISINGLY well and is the MVP of the BAF prisoners. However, in lots of +4 situations the minions just do not have enough to survive all the spiking, I'm trying out Thugs/Time and it seems to be amazing, I will post that build on another topic and link it if you are interested.

Thugs/Time, Robots/Time, Thugs/Storm, etc. As long as you softcap your DEF you can do just about anything +3/x8 with a MM fully IO’d out with Incarnates. For me, +4/x8 really only works exceedingly well with Bots/Time. And that’s due to the high -TOHIT of Times Juncture, which not only effectively ups the +DEF of the Bots (which are already softcapped) but effectively diminishes incoming damage as well. That gives the henchman the time they need to chew things up. The whole level shift issue for Incarnates, and how it impacts T1/2 pets in particular, is the issue. I often find myself going petless or just with the T3 pet in things like LAM trials because everything else just can’t survive such a fast paced aggro mess. Soloing an indoor mission, however, is much easier because I can set the pace. 1

I treat the t1s as the expendible buggers that they are, often not even bothering to upgrade them. they are little more than seeker drones in some situations.
