Builds with lots of recharge often use higher end attacks more.
I've noticed my levels 40-49 builds where I have the rec uniques but not purples nor perma hasten tend to have the least End issues.
This seems a hard one to balance.
Since if you combined it with a set that does a lot of End Drain you could probably have the best sapper possible?
I realize that isn't the greatest thing ever. But I've teamed with multiple Electric controllers and sometimes when they got lucky it was pretty awesome.
Seems like because of this possible thing there is a lot of caution in the numbers atm.

Give some Damneds Rise of the Phoenix.
Give some Clockwork bosses Power Surge
Give some of the Warriors Shields with the Grant Cover buff.
Give Burst of Speed to Tsoo Sorcerers instead of their current Lame TP.
Give some of the outcast Brick bosses Granite Armor.
List all the things about various groups people hate ...
Sprinkle new enemy types with those abilities into the too easy groups.
For examples ..
Make a quasi sapper council LT.
Give some of the Skuls vengeance
Add a high mag, low duration AOE stun to the Freakshow rez.
Drastically reduce the cast and interrupt time on the exploding Vahz.
Very confused by those opposing this on thematic grounds.
Dark Consumption is summoning the death energy powers of the underworld to drain others of life and turn it into energy.
Its like the goth girl in high school could suck all the perkiness and vitality from the cheerleader squad to refill her Redbull.
No one buffed anything up to even near Titan Weapons or Bio Armor level yet.
There is no actual evidence this is the current intent.
No need to panic on that score.
You could add some info to the "You received your First Reward Merit" pop up as well?
I'm not sure why you wouldn't want them also on the loading screen though? The more the word gets out the better.
