Scaling rewards in Ouro is a sucky idea, you are already getting the arc on easy mode by exemping for it, making it give more rewards than the mission is designed to give is just the most terrible idea of what to do with Ouro I've heard, it definitely needs work to fix things like @Saiyajinzoningenmentions above, but making an easier way to do a mission reward more is nuts sorry

the cluster homecoming is running on is significantly more powerful than the cluster the game was running on on live, plus the server code has been massaged to run on newer and more efficient backbone software TLDR loadwise I think Excelsior is unlikely to lag out unless player numbers go through the roof

Just this giant worm Mot is an ancient god of death and sterility, worshiped by those in Carthage. Following the destruction of the city by the Roman Empire, many artifacts bearing Mot's power were scattered through the world.(citation: police band mission items) It appears that the god Mot somehow ended up in the area that would become Paragon City. Upon discovering the sleeping god, the Banished Pantheon immediately moved in to the area now known as Dark Astoria to attempt to wake it. Their attempts have thus far been unsuccessful.(citation: dark astoria description) Mot takes his name from a real-world god of death. though I was wrong he's not the trigger It has been confirmed by Positron that the event is player triggered, and continues to be able to be triggered even after the end of the Halloween Event. The exact triggering mechanics are not known yet; a strong possibility appears to be a 20% chance for a Zombie Apocalypse (in both a hero and a villain zone) when costume salvage is redeemed at either Granny Beldam or Annah. This event also seems to be triggered in a random Villain zone whenever the Virgil Tarikoss Strike Force is completed or in a hero zone when the Katie Hannon Task Force is completed.

see I would have said the rate of updates and changes is faster than it was on live and usually breaks less stuff when it happens

all of those things can be done equally as well by players, and certainly player run costume contests have had titles as prizes (much easier to get a GM to spend a few minutes awarding a title than organising a contest) but probably the biggest suggestion I'd make, the GM's are more likely to do something like this if it becomes a thing already, thats pretty much what happened with the GM costume contests...

it was more, why do the HC admin staff need to do it? the vast majority of costume contents are player run, and there is no reason a player group couldn't run a base costume sorry if I sounded aggressive I was much more curious why you thought the staff needed to do it than anything else

why do the devs need to do that? the majority of costume contents aren't run by the devs either (and by devs you actually mean GM's)

I'm thinking thats a cultural reference that I don't get, though Sally rarely says more than oooph as her sole hp is stolen away by some attack that probably killed her 1000 times over
