I would check your to-hit numbers versus level 54 enemies and see if you're at the 95% cap without aim or tactics. If you are, tactics won't help you unless you get debuffed. Usually I try to get enough accuracy/tohit from my IOs to be at cap without tactics. If I'm not able to achieve that, and then I'd take tactics, but it's pretty expensive on endurance. I also generally put the Guassian's proc in Aim so I essentially have 2 build-ups and then I use them both before my nuke.

Have you looked at shield? Elec/shield is quite popular for the double port-nuke powers. And shield is pretty similar to ninjutsu with its based defense powers.

I don't think the CoH community will see any growth, and only a little decline moving forward. The people who want to be here are already here. The people who would get bored and leave have already got bored and left. What remains is a community of people who stay because they're happy here. -

With 45% ranged defense and a life drain, you'll be solid for survival, but Dark has much lower DPS than other options. I recommend going for 45% smash/lethal on hover blasters as well to cover a large portion of non-ranged attacks. I made a dark/plant hover blaster once-upon-a-time thinking that the -regen (which as a /plant I could apply from range) would make up for the lower DPS. In terms of survival, I'd say this may be the strongest toon I've ever made (against non-tohit boosted enemies). However, this toon is where I discovered just how much +4 AVs resist debuffs. It's disappointing how much more efficient it is to just use a high damage ranged blaster option like fire, ice, or beam rifle then to pluck away all day with dark.

This power needs some love. Currently gives it puts down a stationary pet that gives +150% regen in a 40 ft radius. Base recharge is 200s. There's just not really much use for this power. It's cheap, and it lasts a long time, but if it's not useful, who cares? I'm thinking if they added some status protections or even DDR to it would make this an useful power to the ATs that get it. Maybe if you turn the +regen into a pulsing heal-over-time so the melee teammates come back to it for a quick heal up if in trouble while the squishies can hang out near it for the status protection. Given the downsides of the long recharge and immobility, it just needs to have a much better upside.

I take it on almost every toon, now. BUT, I didn't take full travel powers before and used athletic/ninja/beast run which ideally I leave on full time. Compared to ninja run, infiltration is identical in endurance and speed, but it can be slotted. I put a hami-O in it and it's now enhanced for Run/Jump/EndRed. If I have a spare slot, it can also hold a defense unique. I frequently have several defense mules anyway holding a LoTG globals, so I swap out one of those powers for infiltration and find a spare slot somewhere else. Now I'm running/jumping faster and burning less endurance than before at the cost of 1 slot.

Issues like this fall into the "that's what the GMs decided to do" category. Once upon a time this was an actual game, in that you would have to successfully complete content and challenges to earn rewards to improve your strength for future challenges and content. In a game like that it makes sense to make rules like this one that, for no other reason, place limits on what the players can do. The current situation of this game is that it's more of a superhero sandbox then an actual game. Therefore, today, all of these "arbitrary" limitations seem... well... arbitrary. Many of these have been removed. Some gaming "purists" might argue, too many. Others say it's better this way. Also, others have pointed out that sometimes these fringe cases have unintended consequences (not being able to turn off stealth for example) and the easy button fix was to just not allow those those powers to slot the enhancement. -

So I finally got around to watching this. A few thoughts... 1. SO as I'm watching, I'm thinking... OK when Captain America goes back and lives out his life with Agent Carter, that totally screws up the time line. SO this TVA should be all over that... which is great, because while Cap going back was great for the movie ending of endgame... it really does need fixed. And here's their chance to fix it. (didn't happen) 2. During Black Widow, Red Guardian kept talking about that time he fought Captain America in the 80s. Here's a show with time travel that could have given us a hit on how/why that actually occurred. (didn't happen) 3. In the season finale when they get to the final guy, I was thinking up all kinds of ideas of how it could connect to the rest of the MCU and be great. My favorite idea was that the guy in the Castle would in fact, be Captain America... who was actually stuck in a loop STILL trying to fix the timeline after returning the stones. The TVA was his creation in an attempt to hold everything together. Dr. Strange could have also been in the castle and filled this role by trying to hold onto the "one" path to beat Thanos. (neither of these happened, and what we got instead was disappointing compared to what I had guessed). -
I didn't come back until August of 2019 because it took me 3 months of hearing people discus it over on CO before the skeptic in me believed it was actually real and not some elaborate Rick Astley prank. I'm fairly convinced this time it's here to stay.

I see 2 general trends of high end builds as it applies to cost. 1. High recharge builds cost more then low recharge builds. 2. Typed defense builds cost more then positional defense builds (maybe because positional powers tend to get you closer to soft-cap to start with) Also, if you do a proc builds with two level 53 DAM/ACC HOs in each attack (ahem, *guilty*), this can get expensive quickly.

Well, there you go. You're a tank. You're not supposed to be doing anything except drawing agro from others. So your pet is helping you perform this function. Working as intended. //sarcasm_off// Yeah. The taunt and agro management of pets should be within the 100% user's control. IMHO, pet design has always been a major weakness of CoH.

The first time I did vigilante-to-villain tip missions and came across the CoT cave mission where you fight a demon, I about crapped my pants when he started laughing at the end saying how defeating him was part of the plan to turn me evil... which of course was actually happening since that's what tip missions do.

It's ok. They still got their 30% government subsidy for purchase and install costs which were artificially marked up by 250% and paid to their wholly owned subsidiary panel sales and installation company. So essentially the panels paid for themselves as soon as they were installed.

Defense Debuff Resistance (DDR) question

There is, however a way to protect from cascading DDR. And this is to over-enhance defenses. If you have 60% defense, that is a full 15% above softcap. This means you can get hit by a -15% defense debuff and still be at the softcap. Since to get debuffed, you have to get hit, this is usually enough to keep your non-DDR toons from going into a full defense cascade against most enemies. It's pretty impractical to build for 60% solo defense except on the sets that actually already have some DDR, but on teams, it's pretty normal to see 60+ defense numbers full time. I'd just go as far as to say defense debuffs just shouldn't stack. This would be a good balance performance adjustment for defense vs resistance sets. -
Careful what you ask for. If people with a dragon horde of influence started actually spending that bank, prices would go up.

Panda was popular and still is I think. Koala was big in the 80s, Teddy was big before that. Animatronic for the off-meta choice. Serious answer, I really like the synergy of ice/electric as a blapper. That extra stacks up a lot of hold magnitude with very high damage output.

I feel like this Genie is actually taking the time to get it right. So many Genies just go straight to the *POOF* and turn you into a disgusting bug, tricking you into wasting a wish to undo it. -
How is Personal Force Field supposed to be used?

I think that the bonuses of PFF are obviously too much to not have a big down side. So while the downside makes it pretty useless, if they changed something it would need to be offset with some sort of weakening of the upside. That said, almost every build I have uses defense pool powers for IO mules to slot one or more of the IO global bonuses. Some of these are used so little, or not at all so I don't even drop them in my power tray. (grant invis, vengence, etc). PFF would be an upgrade in that I might have a reason to turn it on sometimes. -

This is more of a question then a suggestion as I am ignorant about this subject. Can masterminds use it once they get agro to tank for their beasties? Or would that just be slow, awkward, and short-lived? -

beat me to it... I was about to attempt a solo DFB as quick thought experiment. (probably still will, but no reason to post about it now) Also, seconding the comments on how low level AVs do not have the same issues overcoming regen. I've no doubt it's possible... possibly even easy with the right sets. -
