The I27 patch turned off the green numbers from blaster sustain powers. Perhaps it turned them off for procs on blasters too.
-
I have a lvl 50 /nature controller and have not experienced this. All 3 toggles turn off if you're mezzed (even just for a second). They will also turn off if your endurance is drained and you don't have enough to run them. Knockback and damage have no effect. Spore Cloud will stay on after the target is defeated, but will turn off after the body disappears or if you move too far away. Lifegiving Spores will also turn off if you move too far away, but its got a really long range. The toggles that stay on while mezzed (but are supressed) are armors, leadership and travel.

Play it as a defender 😉

Time Wall is absolutely enhanceable. Not sure what you're seeing to indicate it isn't. In any case, if you're going to 1-slot it, you should slot acc. As Tidge said, Time Wall provides boosts to other /Temporal powers which follow it when used on the same target. If you want the set bonuses from Pacing of the Turtle, that's fine, but you should be aware that the pieces enhancing accuracy, damage and range do nothing in Snow Storm. It can only be enhanced for end reduction, slow and recharge. You should update to the new version of Mid's (https://midsreborn.com/). There were a lot of changes to the Blaster secondaries in I27, including a bunch to /Temporal.

Unless you're really in love with the set bonuses, I wouldn't 6-slot Trap of the Hunter in Time Wall. You don't need more duration on the immobilize. Either 1-slot it with an acc IO or slot it for damage. I recommend the former. Slot Freeze Ray for damage, not for hold. It's one of the best DPA attacks in the set. Temporal Healing is a toggle. It doesn't need recharge. Slot for healing. Although it has a really long cast time, Bitter Freeze Ray is your highest damage attack. Slot it for damage, not for hold. Snow Storm doesn't need 6 slots - either 1-slot with an endred IO or and a 2nd slot with a slow IO. Drop Flash Freeze, take Frozen Armor. Time Shift is an AoE stun with an accuracy penalty. It needs 4-6 slots to be useful. The tohit debuff is incidental and not worth slotting for. I'm not sure if you have some concept in mind, but not clear why you've got Invisibility, Phase Shift and Teleport. You would be better served picking up Hibernate and/or Hoarfrost. You don't need all the +end IOs in Health and Stamina. You get more than enough end from Temporal Healing. Here's the current build on my Ice/Temporal

I agree. My thought was to have a set bonus that provided 15-20% resistance to some debuff. Not game breaking, but certainly a slotting alternative that's not out there.
-
Willpower, a set that relies significantly on regeneration, only has 26% resistance to -regen. It also has a +recovery power, yet no resistance to end drain or -recovery. (Invulnerability and Dark Armor, neither of which have +recovery or +end, both have resistance to end drain.) Every set has holes. You can patch resistance holes. It would be nice to be able to patch debuff holes to a degree.

I always forget about the range bonus from snipe. I don't have Boost Range (I'm Dark/TA), but I do have Clarion Radial.
-
I can't speak for Armaaz, but Intuition Radial is great for controllers with debuffs. It enhances holds, defense debuffs, range, damage, tohit debuffs and slows.
-
I've got similar slotting on Tenebrous Tentacles (1 acc IO, 1 range IO, 4 procs). Between the IO and set bonuses, I've got the range out to 55 feet.
-
I have a grav/storm now and played a grav/kin on live. As stated, grav/storm is a great combo. While grav/kin has visual synergy, kinetics works best if you get into melee range, which grav doesn't require. Singularity can't be healed and is challenging to buff with fulcrum shift.
-
Armor sets often provide resistance to defense, regen or end drain, but it's a mixed bag and many sets have holes. How about IO sets that provide debuff resistance as a set bonus? For example, a healing set that provides x% resistance to regen debuffs as a set bonus, or an endmod set that provides x% resistance to end drain as a set bonus. Alternatively, these could be unique pieces like the Rectified Reticle increased perception IO.

Weekly Discussion 85: T1 Immobilises in Control Sets
Uun replied to GM ColdSpark's topic in General Discussion
You need a Sudden Acceleration KB>KD IO for that. -
MA definitely needs some love. The only really good power is Masterful Throw. Explosive Shuriken does pitiful damage for a T9, Envenomed Blades is a cool idea but the damage buff is too small, none of the melee attacks is a heavy hitter, and very few of the attacks have secondary effects that lend themselves to procs.
-
If you jump or are otherwise not touching the ground, you can be knocked down. If you're running Hover you can be knocked, however, you'll just do a midair summersault. Immobilize is less of an issue when you're jumping, as it will be broken as soon as you land. You might need to turn off Hover.

Weekly Discussion 85: T1 Immobilises in Control Sets
Uun replied to GM ColdSpark's topic in General Discussion
I always take the ST immobilize, both for controllers and dominators. Other than setting up containment for controllers, I find the real value is rooting AVs and bringing down flyers. There are so many situations where AVs take off running (or flying) and a ST immobilize is just the thing. Also handy if you want to stay out of range of mobs with hard-hitting melee attacks. I wouldn't complain if the DOT were sped up or converted to front-loaded damage, but I don't think the damage needs to be increased. I would like to see more equity in the secondary effects and the number of IO sets they accept - some just accept ranged damage and immobilize, while others accept more. Stone Prison does -def but doesn't accept defense debuff or accurate defense debuff sets. Perhaps some secondary effect could be added to Ring of Fire and Entangle (slow?) just to even things up. -
It's autohit to foes when lit, although the target you need to shoot to light it is not (standard 5% chance to miss). I've been trying to use Tenebrous Tentacles to keep foes in the slick, and since I've got fire and energy procs in TT, it lights the slick as well. Although it doesn't have the area of the defender version, the blaster version has half the recharge.
-
I still haven't respeced my Dark/TA, but I'm planning to. Oil Slick Arrow does good damage, so added slots are useful. While you can put an IO set in it, the power is autohit so accuracy is wasted. You can frankenslot with 3 dmg/rchg and add procs if you've got slots to spare. I wouldn't bother slotting for slow, since Oil Slick is primarily a knockdown patch. I never had ESD Arrow in my build, so that change didn't affect me.
-
The powers in the Mind Control primary are pure psionic with no positional attribute. I think they fixed most of the mobs using those powers (i.e., Rikti mentalists/mesmerists) to add positional attributes, but I did run into a pre-Going Rogue iteration of Mother Mayhem in a non-arc Maria Jenkins mission where she still had non-positional attacks. There's probably a similar version of Malaise running around.
-
People don't seem to understand that you need to use immobilizes on AVs. AVs are immune to knockdown and holds when the purple triangles are up, but only have boss-level immobilize protection. TA has an immobilize, as does dark blast and psi blast. https://hcwiki.cityofheroes.dev/wiki/Archvillain_Resistance

Making the change from SO’s to IO’s after update?
Uun replied to Jacktar's topic in General Discussion
You will need to move the enhancements into the enhancement trays and vendor them yourself when the respec is complete. Enhancements not slotted or moved to an enhancement tray are no longer automatically sold at completion of the respec. -

Have you looked at /Ninja? -
I just leveled a DP/Ninja. While I like the buffs to the sword attacks and the +regen, I wasn't impressed with the set overall. I would rather have build up than chance to crit.
-
I've played around with Project Will (Force of Will) and Arcane Bolt (Sorcery), and while the damage isn't terrible if the foe is contained, the animation time for both is overly long. I used the attack while leveling and then respeced out of it once I had access to the epic pools (which have much better attacks).
