How many players do you want? This answer will drive the rest of that conversation. Replay-ability is so strong in this game folks have figured out how to leverage existing mechanics to make it comically easy to create a new max build almost instantly. That's good.. and bad. It may be hard to think back to first starting and what hooked us. (it likely was not endgame builds and incarnates) There are folks who spent a year or more before getting their first 50 and were happy. I have suggestions if we're having a real conversation.

I was gonna say regen for melee. add in some epics, accolades, incarnates and it is busy.

Here's the thing, City of Heroes is old. That said, there is a little something special here that companies spend ridonkulous amounts of money every year trying to find. The character creator is a superstar. Gaining abilities and tweaking those abilities is an interesting time sink. Campaign variety (single mission, minor arc, major arc, trials, task forces, etc.). Being able to assist another player. Customizable bases. The variety of archetypes and number of powerset combinations. etc. (if you like, reply with what works great or even list terrible aspects) Portions of CoH probably could be parsed and stand as a game all on their own. Any themes out there that could be imagined as a reskinned game. What would you keep and leave out. Imma curious.

FUCK YEAH!! There's another.. better, cooler list. more to come [insert common COH trigger words/topics here to effortlessly derail this thread] -
agreed. could always go Super Reflexes on the Brute. maybe paired with Energy Melee. (pretty strong even on SOs)

ah.. here's the thing: Regeneration has no Defense Debuff Resistance (DDR) Say you do make a 45% Defense Regen build. No DDR means as soon as an enemy hits you with say a 10% Defense Debuff you'll take all of it. Dropping you from 45 to 35. The next could take you from 35 to 25 and so on. I have seen soft capped defenses drop into the red too many times to recommend that path. But if you still wanna try it: could probably add more def but it just takes from damage recharge and healing

troo, but that hadn't made the nerf list yet and we have new changes on the way.

quadruple boxing will do that..

MM: "Plans are easy. Yes we had plans. What we didn’t have was enough interest from the players to ever warrant the TITANIC amount of work they required." JAH: "I had just increased Base salvage storage to 100 salvage for Issue 24. I also really wanted to revamp PvP so that it didn’t feel like the game was fighting you (travel suppression, heal decay), but rather so that all the same balance tools were present but in the hands of players instead of the inanimate server (maybe all your tier 1 and tier 2 attack powers would apply 50% heal decay and 5-6 seconds of travel suppression). I also wanted us to gravitate away from Animation Time = Damage - this completely nullifies the role of burst damage in PvP, essentially flattening the “skill cap” of choosing when to use which abilities in combat. However, as Matt said above - both facets of the game were so niche, they couldn’t really justify any investment with a return. Any changes that were made to these systems would have to be entirely spare time projects, and would have to justify themselves as higher priority than any of the other myriad of things we wanted to tweak about the game." Topics: under the hood, bases, pvp, bts? Developers: Positron, Arbiter Hawk

Energy Melee. While I prefer pairing it with Regeneration I get that may not be everyone's cup of tea. Anything with a heal should pair well. If you like splashing AoE damage Electric/Shield might be to your liking. Classic synergy: Dark Melee/Super Reflexes. Ice Melee if you wanna be different.

..or if $$ is no object and you don't mind paying attention & clicking stuff. Ported a brute build over for this example. Note: that Cim Day job hint above is a great tip. @Newt2022 Here's a 90% slow/recharge resistance build with perma Hasten & Dull Pain that can be tweaked further to match preferences. also available to this build: EDIT: oops, swap Alpha, Musculature for Agility or similar

i like spectrum pieces with auras over the top for the unexplained or super natural then pick a thematic chest symbol attached costume and a starting point for a Psi Mental blaster. 11PSI11.costume Blaster - Psychic Blast - Mental Manipulation.mxd

yep. Ive done plenty of zone fight club. it was a fairly popular activity.. until someone else would jump in and gank a player. not super honorable, but it was an open zone. the toxicity that would typically ensue is what would be great to avoid. maybe drop an arena terminal in the zones. could be a nice addition. maybe wouldn't even need to leave the pvp zone to 8v8 or other. turns out arena can be accessed anywhere. -

and there is the problem. basic communication lapses and disjointed efforts. it is disappointing. "wth happened to my character?!" "oh you got revamped. we discussed and tested and reiterated, you should have participated in the secret discussions/group" I have been concerned homecoming could be remembered for loosing players bunches at a time over this until it is no longer viable, rather than the amazing work that was done to resurrect, stabilize and modernize the back end of a old legendary game. back on topic Big 3 PVE and PVP would need to be the same (or at least similar enough to feel the same). PVP would need active moderation so a couple bad apples don't wreck things. Players shouldn't experience insta-defeat. (eliminate what folks dislike the most, feeling useless/helpless) Others Raise awareness on a way to 1v1 from PvP zones. Additional rewards already exist in PvP, no more should be needed. (I could be okay with a slight PvP enhancement drop rate if not already in place. Similar to existing exp.) Just auto apply the fake-accolades, don't make people have to figure it out or how to buy them. (this could be the reward for the pvp zones) Balance in pvp could be a fools errand. There are simply better combos and builds. Softening that reality for someone that doesn't know better could be time better spent. (I'm not saying there shouldn't be some balance in the the game overall, it just doesn't need to be the priority) -
YES!

Why couldn't PVP be rolled back to how it was? It totally could. Mostly just settings which could be adjusted or toggled.. IOs fudge that up? The number of procs available maybe, avoiding haves and have-nots is possibly unavoidable.** Who would be in favor of that? In my opinion it is a better starting point. Not close to perfect but a much better starting point. (and could still look at lessons learned since) And in all seriousness because I don't know, how much resources would it actually use to do so. Easier than tackling other areas such as the Black Market. Cleaning up some items and addressing the inevitable would be the real work. ** PvP in CoX has always been build-based. IOs exaggerated this. +1 also, very good post. "my build works differently in pve and pvp" This is a real barrier. "i used to be able to take my <insert terrible pvp combo> character into zone and still do well." Bad combos are also a reality. Though, it would be reasonable to expect your character to function at-least as well as it could, especially against the NPCs. It's also reasonable that Jimmy PvP-a-lot might know the better builds and is likely going to be more prepared to PvP. I'd completely agree with "superior in a vast majority of ways" Like MJB, you also have made some really good comments here. This is/was disappointing.
