Mind Control/Mass Confusion recharge needs a buff

Electric's is a chain, meaning if things move once you start casting, the chain can break. it also takes a while for the chain to get to every enemy if you have more than 2-3 guys that its chaining to. -
One other thing to note: half of Flash Arrow's -to-hit is unresistable, meaning even if you aren't quite at the soft cap for defense, against Flashed enemies, you are. I noticed you skipped Poison Gas Arrow... this power is really underrated. The sleep isn't really worth much, especially with all of fire's DoTs, but the damage debuff is huge. I've been playing my TA/A quite a bit lately. He's currently got Support Hybrid, but I realized I would be better off with Assault to get the extra damage (he really doesn't need the +end redux). My question is, do I go Assault Core or Assault Radial, and while I'm working on earning the Emp merits for the very rare, do I go Total or Partial for my tier 3?

I'm going to recommend Rad/Sonic, it's an oldie, but a goodie. Lots of debuffs, AoE heal, endurance management, and if your tanker dies, you've got fallout to boot!

Illusion - Does it really need two stealth powers

On some of my toons (Illusion/TA, for example) I take Superior Invisibility, on others, where you can't stack that kind of stealth (/Dark, /Storm) Group Invisibility means you're still getting full invisibility. They both do have uses. -
I like it... it's been a while since I've played an electrical blast up to a level where I have it, so I can't comment on whether or not the numbers need to be smudged, but I'd be against changing it completely.

My WP/Spines is only in its 20s, but I've played the set enough to have a good feel on survivable it will be. Here's my planned build. Regen is slightly lower than what I'd like, but I suppose if you were to go Vigor for your Alpha that could be made up for.

yes, it will have a chance to fire once every 10 seconds.

What secondary are you looking at using? For WP I generally try to hard cap S/L and then soft cap E/N/F/C and have somewhere around 700% regen. As for debuffs, your best bet is Ageless Radial Epiphany on auto fire.

EMP Arrow for at least controllers (haven't tried MM/Corr) does not apply the hold/-regen that it is supposed to. The only thing it does is drop the faraday cage. Thanks,

There is currently a bug with TA where EMP Arrow doesn't do anything but the Faraday Cage for non-defenders, meaning you don't have any -regen. Like I said, that's a bug, so once it gets fixed, the answer is "probably". TA is a pretty solid debuffing set. -
Yeah, I just tried this with Power analyzer on my Mind/TA... apparently the only thing that happens with EMP Arrow right now is the Faraday Cage.

I should mention I have a (somewhat stalled) character that the idea was "I can pull a pug of 8 through most things" (so somewhat similar concept) that is Earth/Thermal. I went thermal because it has -Resist Shields -Heals -A Rez -Decent Debuffs -

I cry whenever I see a pure support character. That being said, go controller not defender. You'll still do damage, but you will be supporting your team with both your primary and your secondary, as opposed to defenders who just support with their primary. Go something like Earth or Ice if you want to do less damage. As for Scalers, that refers to the modifier that is placed on various effects (damage, (de)buffs, heals, controls, etc.) We'll take a simple example of Empathy's heals. Power Defender Controller Healing Aura 133.9 117.8 Heal Other 262.4 230.9 Absorb Pain 669.3 589 These are unslotted values for the first 3 powers in Empathy. As you can see, Defenders are higher, but controllers are still useful. -
I'll second Storm/Energy. As for the all-or-nothing, yep, that's how knockback works in the game.

Optical drives have been on their way out for a while now, but I still like having one. As for the speed, you won't see a significant difference between an external Blu-Ray drive and an internal one (the connection for internal is a SATA 3 connection to your motherboard, which is 600 MB/s max while USB 3.1 can theoretically get 10 Gb/s).

If you were dying a lot on an ice tanker you're doing something wrong, like trying to fire farm. As for which combo is best, it really depends on how you want to play, because each combo is going to play very differently. As for ice control being bad, it's not, it's just weak on damage, so maybe a dominator would do better than a controller for some play styles

Base duration (and therefore enhanced duration) lasts longer for controllers outside Domination. For example, your ST hold for controller lasts 22.35 seconds, whereas, for a Dom, its 17.88. where this really start to become a pain point is on AoE controls, where durations are already low on controllers, so the lower modifiers on Doms make them feel like weak versions of controllers. Yes, when Domination is up, the controls feel fine, but since perma dom is not something that is available at level 1, they tend to feel weaker to me.

If we're posting builds, here's my Emp/Energy, soft capped to S/L/E/F/C. Not great for exemping down below about 30ish, for that I'd probably want a build that fits Heal Other into it.
