I'd vote WP because of Quick Recovery. TW is horrible on END I'd vote Scrapper over Brute - TW is just that much more awesomer on Scrappers Hyperstrike is right about the Psi hole though. Invul and EA - two notable Psi Hole sets are really solid in my experience.

Would be nice. Hopefully not kinder, gentler versions. Punisher is probably done for sure. Which is a shame since season 2 was pretty good.

War Mace is probably on the edge of the Best Performance but still a normal set. TW is something else

I find it amazing that many people are holding out hope for some kind of buff to SR Its a solid set that does great on nearly all content. Its only "holes" are auto-hit powers and Terrorize. And Terrorize usually is only a problem if its autohit Terrorize. Can you find at certain levels of IO investment more survivable combos? Sure. That doesn't therefore mean SR is Underpowered.

Why Mass Effect? I don't see the similarity. Mass Effect was great. Too bad they never made a sequel.

Brutes have quickness at 35 and it works fine. I think possibly because while leveling you tend to have more end management than recharge issues

I agree with Replacement. This is the kind of idea that would have been awesome during the closed Beta or something. T9s would have had to be toned way down, but still .. As a suggestion for those underwhelmed by low level armors .. buy the Kinetic Damper temp power at the P2W. It is extremely strong at low level. Especially once paired with the two +3% def IOs

As long as you have your main defense in place by level 20 you are fine. If you are soloing before then its not really needed. And on teams as long as you aren't tanking as a scrapper, its not really needed. And you are level 20 basically instantly with DFBs. But in the 20's AOE splash damage starts happening a lot, which is why SR starts to hurt.

If Scrappers had the Brute progression then the problems would go away.
