It is all locked in a time bubble. I do not think the Menders in ouro did it. Maybe they are aware of it to some extent. But there are greater powers who can manipulate time and space. They have chosen to encapsulate the tangled mess of the timestream. Probably due to the inter planar war and perhaps the Menders non stop fiddling. Definitely! Some of the semi's I've seen remind me of the LTI trucks (shipping company my gramps worked for in the 60's-70's) The rest of 'em seem right out of the 50's era give or take a few years. Just try being an ordinary citizen standing alone at a bus stop for 15-20 minutes in this city. (Actually, that might make an interesting mini-game.
