@Galaxy Brain, Iove you man, however there is some irony in writing "This" but then 'lets go ahead a mess with 3 or 4 things anyway'.. Lets monkey with this part and fix that part.. GO BUILD A NEW SET IF YOU WANNA REWORK SOMETHING leave our 'gimped' (because folks aren't sure to play it) set alone. A handful of folks have chimed in with 'it works better than the static numbers say'. @UberGuy showed a solo'd +4/8 ITF. I'm here saying Revive & even MOG can be skippable because they are so rarely used. @America's Angel & others are saying it is actually really good and fun to play. @Sir Myshkin Has pointed out how not having a Def focused set can actually be very beneficial. Hey look there's Ice Armor begging for some help to keep up with Radiation Armor.

What kind of hardware is necessary to run high graphics?

Ram for COX is actually important. An SSD with 16G and a decent but not crazy graphics card will do fine. For CPU i5 is enough. Here is what I use -

Oooooo 'exploits' that will get some views. (and some responses!) Could add toggle dropping to your list. I see what you are writing and I see others a bit harsh in response. Maybe someday players will have the ability to be as creative in making characters as some of the mobs. Currently it would be too easy to create combinations that could exploit existing game mechanics. I like that there is more variety on mobs. I have often asked for a randomizer for high level targets where players could recognize and react tactically.

Recharge, recharge, recharge Think of Regen as an exotic or active Resist set. Things that help resist sets help regen. Defense is helpful (Over 30.. meh. Only really needed occasionally), -tohit is also effective. Dark Melee and Regen have natural synergies. I know there is likely a formula I could show damage mitigation that relates X amount of Regen = X amount of Resist (why aren't there regen tanks? hmm..)

The only place this might be true is at very high level solo game play. Beyond that, with IO sets and incarnates the notion is simply poppycock and splitting hairs. (gently pushing back while getting to use poppycock) Is it the best numerically = no. (note: this is not true across the board, there are cases) Does it work and can it be fun = yes. Designing 'fun' in a spreadsheet is a mistake.

I think it may have to do with how it stacks up to other scrapper armours vs brute armours. Sounds a lot like all need to be the same. Yes regen is clicky and requires attention. Some players like that. Some folks enjoy that there is at least a little skill and/or timing involved. For those who don't like clicky, there is a solution already in place.

Don't get me wrong @Galaxy Brain I am not saying regen will out survive invul just standing there, but 4x difference just doesn't make sense. Neither does lasting 12 sec with multiple heals available. I'll do a quick anecdotal test. Edit: Yeah 12 seconds is an absurd statement no matter how many caveats. (time is a critical factor**) On a Stalker with just 3 SOs only in the Secondary's Heal & Regen powers (nothing else, with no other powers on, no fighting back). I regularly got to hit Reconstruction more than once (36 sec rech). I did not make it to Dull Pain wearing off (2 min) ** Time is critical - in actual game play if I can make it 18ish seconds and have 1/2+ health.. death is a stranger.

Brutes might not be the best to compare. Regen on scrappers might be more interesting. There may be something off with the math as well. A brute getting smacked down in 12 seconds by 3 minions, 2 lt's, and 1 boss.. that just doesn't ring troo.

quick answer: no long answer: #1 You are on the right track thinking about how to leverage IO set bonuses. Early in the game those bonus stats can be used to boost an archetypes strengths but really are not enough to patch weaknesses (yet!). https://hcwiki.cityofheroes.dev/wiki/Blaster_Strategy #2 Teammates are cheaper than unique IOs or even IO sets. #3 Misses on a blaster are no good (others have mentioned this). Think of it this way, misses just waste endurance. Not doing enough damage and leaving just a sliver of health on a target.. got to use another attack. Again potentially using more endurance. There is a synergy at play.

Where is our inspiration to increase hold, sleep, confuse, stun or fear? Why isn't there an inspiration to increase knockback? What about magnitude? Why isn't there an inspiration to give folks some additional flight speed for 30 seconds? Why isn't there an inspiration to increase debuffs? Where is our inspiration that plays a tiny fiddle?

blink of glory? Alone it is only good to run away and very skippable. Good mule in that it can slot def & resist. Paired with something similar it can be very effective.

Without trying too hard.. or spending crazy.. or incarnates In today's game, with team def thrown around, this is plenty tough. not to mention the possible bouncing between Shadow Meld & Moment of Glory

You do get to have your opinion. I could nominate a handful depending on archetype, level, content and purpose. Maybe Ice, Fire, Willpower, maybe Ninjitsu, in some cases Stone (can be slow & unwieldy).. bring it. 🙂

Oh good grief.. Regen is not the worst and excels at most content. It benefits greatly from fast attacks (so you can click a heal when needed) and high recharge (get those heals back faster). Paired with anything providing -tohit or +def = bonus.

This thread has such creativity.. so many great characters and costumes from everyone. I was late to this thread (page 22) and am always delighted by new pages of ideas. Beyond just costumes, it's great seeing epic moments & funny quotes people find in game. speaking of page 22
