Consider the behavior in team situations. You don't need Tough and Weave if you have team buffs and End drain stacking from multiple sources is very effective.
If it IS going to detoggle when mezzed that means we may actually be casting it MORE often, in which case the cast time should probably be a lot shorter. If that was the case then maybe the loss of it staying up while mezzed might be worth it.
this is an excellent point that I hadn’t considered. The fact that the VS keeps attacking while you are mezzed is a huge thing to lose.
My recommendation is to keep it as a toggle, but increase the endurance cost, while making it not detoggle when mezzed.
I would request you look at this again. Dominators have so much to do already, having to click VS every minute really adds a lot of time that hurts when you're already trying to balance CC and Damage attacks.
Comparing it to other sets it's pretty easy to see why this is not going to happen.
Devices gets a toggle with +ToHit but it does not get Build Up.
Tactical Arrow gets a toggle with +Acc and gets Upshot.
I believe the power is correctly designed as is.

Pretty sure VS behaves properly with a .67 Knockback which means only Grays and Clockwork (and anything else with KB vulnerability) should be getting knocked back by it.
I can check on my Savage characters, but I don't recall having a problem.
I logged into a character I hadn't played since before the last round of travel power changes, a level 50 Empathy/Sonic/Mace with Speed of Sound.
This character when I played previously had a bind for Jaunt and I had removed Jaunt from my tray, and that was all still correct.
I decided I wanted to put Jaunt on the tray, so I opened my powers window...and it was not there.
I tried relogging...still not there. I talked to Null the Gull to re-enable to extra tray...the Power is now visible in the extra tray, but still not in the Powers window.
It’s misleading in a certain way, yes. Endurance is a slightly special case, because everybody has 100. But with, say, hit points, varies by archetype, with attacks they vary by archetype and with each attack. Percentage modifiers act on the base of any ability.
