I play mostly solo. 

I decided to make a terrible toon for shiggles.  I want to make the worst possible character.  The worst AT and worst set for it.  Consider it a challenge run of a sad hero who was dealt the worst possible powers by fate and is just trying to get by. 

 

What would be the worst character when played as intended?

Archery/Sonic Defender.

Your ability to protect yourself will be terrible:

 - 24% resistance from Sonic Dispersion

 - Single target stun in Stunning Shot

 - Liquefy on a long recharge.

Your only other secondary power you can us is Sonic Siphon, although... you could use Sonic Cage here.

 

You could still make this work, but it'll be an uphill battle!

I think an Empathy defender would be way up there, and that's coming from someone who used to regularly solo his Empathy/Energy on Invincible (remember when that was the max difficulty?)

 

Sonic Resonance would be pretty high too, but at least it has the advantage of giving hold and stun protection to you.

This really is kind of an awful combo. I'm not sure if it's the worst, but I have one at 50 and it was a rough ride there, and that was with teaming and not much soloing.

I have a Dark Armour/Kinetic Melee tank that's a blast to play, though with the recent changes I'm thinking of dropping Whirlwind and picking up Oppressive Gloom and Cloak of Fear.

I tried to do this once with a FF/Elec Def and they buffed both sets and now she's kinda good... 😆 

 

Um... Willpower on Stalkers is godawful. MA/WP Stalker? Very single target and you have terrible regen and recovery. We love that.

i had this alt on live haha, a sonic resonance/archery defender. it was rather average but not truly awful, +res buffs still had a use back then. nowdays it would be definitely mediocre

 

i have a low view of MMs, so picking the underperforming combo recommended in this thread will likely give you the amusement you’re after

 

minion mastermind pets die after someone gives them a menacing look, the second rank pets live long enough to show the enemy where you’re standing and the third tier pets cast long winded animations over in the corner at an underling whilst your alt is having its skull caved in by the rest of the mob

This is a complex question. Define "as intended". I say that, because the Paragon Devs when led by Jack were of the mindset that the only reason to log in was to team up. So, they were never intended to be solo. 

But if I take your question with a broad range, I think the worst with me as the player would have to be a mind dom. I made a mind/psionic assault dom once. It basically had me swearing off Dominators forever. (I later revisited..3 years later) For one, when you're a solo dominator, it takes a LOT longer to reach domination. No idea why, but it does. 
Now, I know a number of folks that play Mind doms flawlessly; or at least very well. But me...this would be the worst. I'm sure something like Mind/Sonic would have me logging off for good. Two horrible sets for ME.  Others may shine with these sets. I don't see how..but they might.

Hmmm...I probably agree with the Emp DEF as being poor/slow to solo. Of course, if you really want to go "as intended," then it's such things as not seeding the character with any Inf, using drops, etc. The default style, in and of itself, makes things inherently tougher. Then you stack the more challenging AT/Powersets on top of that, you got yourself some nice, slow pain.

 

Speaking of powersets: Beast/Rad is really that bad? Man, I thought Rad anything was pretty good, thanks to debuffs.

This was my main on live. xD And I fell to the noob trap of focusing primarily on healing (though I don't think I took the medicine pool). I did eventually learn to respec her into something better, but yeah, this is a pretty painful combo and I think would be rough to solo.

Rad is considered a bad secondary for MMs since some of its key powers don't work on henchmen, MM buff/debuff values aren't fantastic in the first place, toggles are expensive to run on MMs, and Beasts are bottom of the totem pole at the moment. It's not hoooorrible, but it was my least favorite MM experience so far, though I kinda want to try Rad with Demons or Zombies lol.

Sonic Blast/Sonic Resonance corruptor, on Goldside specifically, had me rethinking all of my life choices until I deleted the character.

Secondary was entirely pointless and little-to-no mitigation in primary. Only that cone knockback.

That was when I decided never to roll a Sonic Resonance who wasn't an MM.

I had one of these as a defender on live back when both sets were first released (i5). It was top of the heap for resist buffing/debuffing blue side for quite a while (until red side sets got ported over). Used it primarily for team play since Disruption Field could only be cast on an ally.

Emp is pretty decent in groups, not the best but rather good, especially at lower levels. It's just bad solo. Sonic is hardly bad at all.

Since the OP said they mostly solo, I stand by my statement.

Which is why I said "on Goldside specfically".  Goldside teams do happen, but they're rare. I go into it assuming I will probably end up soloing the entire 1-20.

dual pistols/dark miasma defender.

challenge mode: no enhancements.

 

even harder: don't use ninja run, it makes the animations cooler.

My personal vote would be Ice Control/Sonic Resonance.  Though I've yet to play it since both received buffs, maybe now it could fight its way out of wet paper bag.  Empaths, of which I have 5 at 50, would be a breeze by comparison.   The secondary is a blast set if at defender values (with vigilance buff).  Slow yes, worst not long shot.
