Crashy T9's are essentially "Oh Shit" buttons.
You're going to die. Elude can give you a chance to run the hell away.
Or, if you're VERY close to beating your opponent, just enough *OOMPH* to get you there before you fall over.
Things like Perf Shifter procs can help bypass the floored Recovery. If they proc, you get a chunk of Endurance back, period.
I believe the Panacea proc functions in a similar fashion. If it procs, you get 7.5% of your maximum Endurance back.
But you should NOT be using Elude as a regular part of your repertoire.

A game developer that bows to the whims of every player with enough passion and the cojones to speak up is not the one you want in charge of a game. Sure, some of the ideas will be fine. Others...won't be.
Note: This is not to say NEVER listen to your player base. Because you can miss really good ideas to improve your game.

It's way too dependent on the camera position. So, trying to go down stairwells and things like Oranbega play merry hell.
Yes, the macro-bind for Teleport To Target helps. But it's still not perfect.
As an ambi-Left Dominant, I'd cheer.
But, at this point, I've been mousing righty for nearly 40 years.
Mousing lefty is easier and faster for me.
But after so much time, it just feels totally unnatural.
The only problem I really see is Spring Attack.
It's a neat-looking power. And it's more AoE.
But the recharge on the power is ABSOLUTELY INSANE for the power choice and slot investment.
While a legitimate tactic, hovertanking is, somewhat, an abuse/exploit of the limits of the game's creature AI.
As has been said though, in some cases, there really isn't a better/safer way to address some enemies.
There are myriad Tanks that can stand toe-to-toe with tower-buffed Lord Recluse.
But it's still safer, overall, to hovertank.
Better Defenses and Resists, as the cost of higher static End consumption and fairly significant damage.
Just go with the rocket pack.
Just use the Recharge in AD.
I know that Mace is slow. And I've provided you with a SLOWER option. But you were asking for greater durability. Tradeoffs.
The way the build looks in the DPS calculator, once I drop my controls on things, my optimal DPS is Thunderstrike, Zapp, Thunderstrike, Havoc Punch, Thunderstrike.

Prospective build for my L50 Fire/Elec Dom.
Everything is essentially perma-perma.
But I don't play Doms a lot. So I have absolutely NO clue if there's a better way to build this setup.
For all of you who love Doms, and Doms are your bag, help a brother out!
VirtualBox works pretty well.
It's simply another VM hypervisor system. You still have to have Windows loaded in a VM instance to make it go.
You don't want to try to run a CoH server off the thing.
But a lightweight Windows 10 setup will do just fine.
Recommendations:
If you can put the VM on a solid state drive (SSD) without filling the drive up, do so. It results in VM starts and reboots that're nearly instant.
Invest in a bit more RAM for your system. Remember the VM is sharing what you already have. If you plan to use the VM on a semi-regular basis, just increase the amount of RAM you have.
Remember that Windows will only activate a limited number of times. So do NOT activate the OS before you get your setup just how you want it. Then grab a system image and archive it.
1: Mondays suck.
2: If they've been doing traffic analysis, it's possible that Tuesdays are their low-ebb in traffic.
3: Part of their maintenance and testing/update schedule coincides on Tuesday.
I'm assuming your "3 good powers" are Deflection Shield, Insulation Shield and Dispersion Bubble.
Force Bolt and Repulsion Bomb are KD/KB powers that don't do much on their own. But they're fast-charging and absolute Proc monsters.
RB, just slotted normally, will do around 80 points of damage.
Proc'ed up, you have potential for over 200 points of damage.
Normal slotting for FB gets you about 50 points of damage.
Proc'ed, it gets you about 74, plus a Build up and a self Heal, plus a Hold.
Thing is, if you stop someone from being hit, save incidental lucky shots, there's no need for healing.
This then frees them up to use their actual attacks, bolstering team damage overall.
