Turned Signal Jammer into a Sonic version of Burn Patch. Boost Frequency as a shorter duration, longer recharge, but more powerful version of Strength of Will. Gave it a Toggle Damage Field that does -Resist instead of Damage and gives some -Damage as well, to stack on to the resists. Then gave it a slightly more powerful version of Stealth Toggle. Still gets the standard Defense with the Stealth, but the other Defense comes from the tier 9, which helps keep it inline, imo, with the Sonic feel, but giving it a little more than just a purely resist set. Also gave it a Heal in the tier 9, as I recall many not caring for a resist set with no heal (Electric Armor when it first came out).
  2. The thinking is likely one of "People who've made stalkers, like the power." So, whether the majority of us think it's a waste, they may not want to change the set. However, CoH Live did have precedence, seeing as how they changed EA and Electric Armor.
  3. Agreed. Though, if I went the Bo Ryaku, I'd say add in the +Speed/Jump from Shinobi-Iri.
  4. Made changes to the build to softcap on it's own to S/L. Which also has me at 44.9% to Melee. As for 1k cuts, never been a fan of the animation myself. I also liked just going BF > Attack Vitals > Typhoon's Edge myself 🙂

  8. How high did you get those resists? I got one build with S/L/F/C/E all maxed at 75%, but with no softcapped defense, I'm curious as to how it would play out.

  11. Never made things more interesting for me. Scrappers for instance, do more damage than Tankers. Maybe I'd rather do damage and still play an Ice/Ice concept. The differences in play, for me, always came down to the AT.

  14. Willpower (Almost 33% Resist but also has Psi Defense). Ninjitsu (56%+ with Double Stacked mez protection and slotted out Passive Resist All power, so more likely a 53% with the +3% Defense IO slotted in it). Dark Armor (59% and a bit of Psi Defense with the Cloak power). Electric Armor (41% here). Radiation Armor (looks to be the weakest at around at just under 18% so I'd go meh with it). Lastly, Regeneration with just under 15%). Could easily make any of these work for Psi Armor in concept. That Dark effect or Electric effect? Just how the psi energy manifests. Dark Armor with Titan Weapon, I have one, not at 50, but IOed along the way. I'd suggest grabbing some certain IO's before hand if you want to make this one work. I grabbed the +REC Uniques, +END Performance Shifter Proc, and the +END Proc for Dark Regeneration. Willpower allows you to go clickless. Haven't made one with HC, but that's because I mained it during live. I really didn't fear Psi damage with it. Electric I hear goes awesome with Titan Weapon and it handles the end issues TW has as well. Ninjitsu, another I haven't gotten to 50 w/ TW yet, but I find it's +END power covers you nicely, but you have to keep an eye on your end more than other abilities. If it was me, I'd go with one of those four.
  15. Now, much like you, I'd like to have an armor set that is closer to the concept I have, which is why I did the Temporal Energy Armor Set suggestion. That said, we can make do with other sets. Dark Armor doesn't have to be Dark Armor in concept, it has Psi Resist, it could be your concept. Now, do you have a suggestion for a Psi Armor set? Would they make it like Energy Aura, that is typed defense based with low resists? That would bother me, not because of typed defense, but the one part I hate about Energy Aura, is it doesn't cap Energy Resist on it's own. Of course, I also hate Dark Armor for not capping Negative Resist on it's own. 😕
  16. I really haven't found end management in the early game to be a problem since they gave us Stamina.

You are in Accelerated State for purposes of other Temporal Powers that aren't your own. Farsight: <Toggle - .26/End Sec> +Defense (+12.5%), +Perception, +ToHit (+5%) -You perceive time in a slower state, allowing you react faster. Temporal Cloak: <Toggle - .26/End Sec> +Defense (+3.75%), Stealth -You can bend time around yourself to become almost invisible. Doesn't stack with other stealth powers. Chrono Shift: <Toggle - .26/End Sec> +Regen (+150%), +Speed (+12.5%), +Recharge (+20%), +Slow Resist (+20%), +Energy/Cold/Toxic/Psychic Resist (+15%), End Drain Resist -You have mastered the ability to slip through time with ease, Rewind Time: <Click> Self Resurrection -If you're defeated, you can rewind time to bring yourself back to your feet. Temporal Phase: <Toggle - .65/End Sec> Self Intangible, +Regen (+500%) -You can remove yourself from time, making you effectively invisible, giving you time to recover or even get away. However, this is taxing and you can only maintain this state for 30 seconds. While in this state you can't interact with others. I'm only guessing at the numbers given. 175% Regen is equal to Unenhanced RTTC on Scrappers with 7 targets. Chrono Shift could be made a click and do +Recovery instead, but I liked the idea of a toggle and less clicks, but not totally clickless. Could perhaps go without the End Drain Resist, but my reasoning was the Defender version has +Recovery in a click form and I didn't like the idea of +Recovery in a toggle. Split Quickness and Lightning Reflexes' +RCH between two toggles, each of those toggles having other effects, so I kept the +Recharge at 20% total, like the previously mention passives. With the -ToHit, I wasn't sure if the two Defense Toggles (Farsight and Cloak) should have any Defense Debuff Resistance. Tried to keep the powers a bit like the time sets we have, with the idea going for Defense/Regen/Heal. Could possibly add in Smashing and Lethal Resist, but then I figure the resistances would like be lower numbers and I thought the theme may do better with those 4 resists and lacking S/L Resist. And...of course...I am by no means a balance expert. This is just an idea of how to do a Temporal Energy Armor set. Edit: Made a change, in seeing Quickness and Lightning Reflexes both have 40% Slow Resist and not the 20% I thought it was.
  18. True, I'd be more seeing how it works with some tough AV level enemies. It'd also be enhanced by Musculature Radial, which adds 33% End Mod to the Electric Attacks.

  21. The problem I have with this idea is the powers come in orders. Heightened Sight Heightened Smell Heightened Hearing Heightened Vision Cosmic/Combat/Sixth Sense Not all who have Cosmic Awareness even have other heightened senses. Also, I put that last one as a catch all. Feels more like something we should have in a superhero game with some talent points/trees.

  23. Looking at Elec/Nin, Elec/Elec, Elec/EA, TW/Nin, TW/Elec, TW/EA, StJ/Elec or StJ/EA. Been maining Energy/Regen Brute, but I just prefer Scrappers and I started going meh with the Energy/Regen build. So, time for a change! Again! I can make any of these concepts work for a scrapper with time energy manipulating powers, that's easy enough, but looking trying to get some thoughts on these various builds, for any who have done them. Unlimited IO build experience before Incarnate is good help too. As I do care about the before Incarnate feel. Though, with any of these, I'm most likely planning Musculature Radial or Core Alpha, and if I go Elec Melee, Preemptive Interface, for the additional energy drain effect.
