Not that hard, as I've tried both of the others and have plenty of experience with CO. City just has more classes, more powers, and more customization in how you want to play: Gritty solo hero using only SOs to take on a couple baddies at a time or incarnated demigod with purple IOs taking on hordes or anything in between. Sure, the graphics are dated and the storytelling was never all that compelling, but City's greatest selling point is allowing the player more freedom in creating the personal story they want. -
I'm likely a month or two away from trying out Elec/Time vs pylon, I'll give you the deets if/when I complete it.

I checked Mids' and in-game and Slowed Response has the same base 1.00x (75%) accuracy. It would be nice to slot in that Reactive proc though, so I put it in Hover in place of the Shield Wall def/end.

Heck I'm doing that with my blaster if I have the nuke ready. Less chance of it being wasted because a judgement fired during the animation.

First off, Actionette must meet Corpse Candle some day and just unload with Doctor Who references. But yeah, having the right character for the moment helps when you're being treated to a full blown theatrical production like that. Wish I had been there. 😆

A little bit of a necro, but long story short I pulled my elec / time off the shelf and wanted to see just how these proc monsters work. I cobbled together a build from @Sir Myshkin's page one experiments, put it together on Brainstorm, and gave it a test solo +4/x8 run against Malta and Council. Aside from navigating some end issues, hooboy that was fun. Not quite as blasty as my blasters, but there's always something to press, her health bar was rarely an issue, and mobs just died fast when they weren't flopping around like NBA stars. I don't actually farm myself, but I've also just swapped a scrapper concept into a blaster because the slog just got too much. Not enough slots, not enough buttons to press, not enough damage (if you don't have Fury, Assassination, or Defiance). Its not as fun as exemplaring a 50 who has better damage enhancement than you'd get from one or two SOs. I prefer not to have my patience challenged by filling my attack chain with bargain bin Shadow Maul and having to take rest breaks before I run out of blue bar. I imagine farmers likewise have been through this enough that they too are out of patience. If you're having fun going the long way, that's OK! Not everyone does, so I won't begrudge farmers and I won't begrudge OP wanting a free 50 inf sink.

Because you can still go back to smell the roses at 50, but also have all your powers slotted and enhanced as well.

From my understanding, it's OK out of the box but the Achilles procs can give its single target chain a really nice boost.

My Rad/Atomic has taken first place. The animations are fun, she's solid 1 through 50, and the Achilles procs should make her competitive with a Fire/Fire. And she glows!

On my blaster, my decisions will generally be towards whatever will get more more damage and sustainability. This is also how I went building on my controller, mainly as there aren't many better options when you're illusions / sonic. Checking her build, I notice both the Controller ATO and purple hold procs are both damage! To get a boost to her hold mag would require the Lockdown proc and either losing the Controller damage proc and 6-piece defense boost in Blind or the Achilles proc in Liquefy. Now that I think on it, I might swap out the Achilles since 10 secs of -res every 75 secs might not be as useful as an initial lockdown on illusionists and sappers. 🤔

I'd have to think more on this, but this plus a rebalancing of proc effects (since PPM is no longer operative) might be a nifty way of re-working the whole thing.
