From what I understand, while the numbers and/or framework for the set exist, the animations, (arguably the most involved step in creating any new set), doesn't exist. With that being said, I suppose it's a matter of what the devs deem to be a priority and/or where their pool of expertise lies at the moment...

They do, the folks over at Rebirth have had this set out for about a year now. They had to get creative with the animations but from my understanding it wasn't any more of a leap than using Talons of Vengeance powers for Symphonic Control. 2
