The content team decided that Faultline should be an optional hidden boss (no badges), accessed by having a team leader with the Master of Sequencers badge talk to and insult Cobalt Arachne on 4-star difficulty.  There you will have to fight the entire dev team in a tiny phased room with a countdown timer until that dimension mapserves.  I recommend focusing Captain Powerhouse down first to avoid his Nerfmode aura stacking too much if your team is comprised of high-performing powersets.

 

Successful completion of this fight awards ten Prismatics and a prestige Faultline pet (accolade power) that stabs you whenever you break something.

Rularuu was a virtually omnipotent capital-G God before he was trapped there, and he infused every molecule of that temporary dimension with a massive portion of his power to make it a real, substantial dimension. Rularuu decides what the laws of physics are in the shard. If he weren't there, it'd be a different (very short) story.

It's comic book science. People are invisible but can still see, shoot fire from their hands, break the speed of sound running. At some point you just need to accept 'it works, because' is the explanation.

 

As someone else said 'just because we don't understand how something works does not stop it from working'.
