  2. As I recall, the same concern was expressed by the original devs about regen and tanks. With set bonuses, I got my invuln tank to around +340% regen and it was pretty powerful.
  3. Could be a bug. Or you could be mistaken about not having done that arc on that particular character. How it is supposed to work, and how it definitely worked for me: Each character gets a free run of every single arc that does not count against their timer. This worked correctly for me, as I ran every single part of both arcs on the same character over the course of two days and got the 20 merits every single time. Then I ran part 1.1 again and got the 20 merits. Then I ran another just to see if the one week timer actually worked and it did - telling me I could not take the 20 merits again.

  5. I would make one slight qualification here. Power supplies degrade over time so, under some circumstances, you want a larger PSU. I run my system 24/7, occasionally with high CPU usage (i.e. 100% utilization) going on. For that kind of situation, you want to go about 1/3 above whatever the PSU calculator tells you. Having said that, the rest of Hyperstrike's post is gold and anyone considering building their own system should read it and read it again. As for the recurring concern I see about how hard it is to build a system - it's not. It's really not that hard. As a newb, you'll want to stay away from things that add extra complexity, like don't use water cooling on your first build. Also you'll want to read and watch videos about applying thermal compound to the CPU. The application method will vary based on the CPU package, the heatsink mount, etc. I would say this is the only part of the build process that requires some finesse and technique but you can't screw it up too badly. Back in the day, CPU's could literally catch fire if they weren't cooled. Not any more. They will automatically monitor their own temperature and throttle or shut down to prevent any damage. If you screw up the heatsink installation, the CPU will either not work at full speed or will shut down. That's it. No fires. No explosions.
  6. We keep getting more. I believe it's 5 transfer tokens every 3 days, but it might be 3 every 5 days. Either way, if you use up the ones you have, you'll get more in a few days.
  7. On a side note, GM's are scaled to the level of the zone they spawn in, so the Kraken is a lot easier to defeat than Jurassik.
  8. There are so many good defense sets, I usually put 3-4 pieces in Maneuvers (usually 3 pieces from one set or two pieces each from two sets). In Tactics I'll usually put 1 or 2 plain acc buff, plus an end reduction.
  9. A previous version of Civilization had this. Every NPC ruler had a hostility rating from 1 to 255. If your government type was democracy, they tended to be more friendly towards you and subtracted 2 from their hostility. Gandhi started with a rating of 1. Subtract 2 and it became 255 and he became more violent than Genghis Khan.
  10. Alternatively, form a league for Trick or Treating. We were doing that in PI when a banner event started and we just took our existing league (about 25 players) and went to town on them. Then we went back to ToT'ing.
  11. On my main, Ironblade, he had a medieval outfit, a 'tights' outfit, street clothes, formal attire and an SG uniform. I had one character that 'hulked out', changing from a petite librarian to a 7 foot sabertooth catgirl. My time traveler had 10 outfits from various historical eras. Pretty sure he was my only character to use more than 5 slots. Most of the others only had 1-3 outfits.
  12. Pretty sure they don't have to be inside the circle. Just completed a banner event and we paid no attention to enemy position. Also, that Maressa guide that's linked above - it says you have to defeat the banners simultaneously. That's wrong. Paragonwiki says if you don't have enough people, you might have to move from one banner to the next as a group. Also, we did not defeat them simultaneously (just a few minutes ago).
  13. There is a vanity pet, a spider, for 10 of each costume salvage. And... um... there was something for 50 of each that I didn't care about so didn't pay much attention to it. Maybe a respec? Someone help me out. Edit: Never mind. Yes, it's a respec for 50 of each. I was logging in anyway so I went and checked.
  14. To be clear, it's not specifically the 10th slot that opens with Halloween salvage. Any one of slots 7 thru 10 can be unlocked with the salvage, while 3 can be unlocked with the tailor missions. These can be done in any order.
  15. I know I read something about XP rates and server population in the past couple of days. Of course, it's entirely possible I was reading a months-old post without noticing. I just spent some time searching and couldn't finding anything recent.
  16. The workload would be, quite simply, too much to be worth it. Removing the War Walls would be a minor Quality Of Life improvement. Instead, we could get new powersets, new content, etc.
  17. I had one 'vampire' back on live. He was a dark/dark tank. I put vampire in quotes since he didn't drink blood; he was more of a life/energy leech. I haven't remade him and probably won't, since I remade my invuln/dark tank.
  18. I obviously don't have the original EULA at hand, but I'm pretty sure it granted NCSoft the right to use your characters (likeness, bio, etc) but not ownership. This way, they could use them in ads, screenshots, videos, etc without having to get your permission (since you already gave it). You were free to continue to use the character yourself.
  19. True, but I haven't seen any GMs telling people to stop whining and just deal with it. It's some of the players taking that position.
  20. Actually, it sounds like they set up and maintain and pay for the server, so they make the rules. Using the word "totalitarianism" is way over the top.
  21. It's not an 'exception'. It's simply acting in a manner consistent with the law.
  22. Well, I have to admit that all three of your examples sound like clueless players, though I can think of possible reasons. The empathy defender with the aid powers might be in an RP SG and needed a power that looks like a Star Trek tricorder. Plenty of stalkers will have Hide *AND* Invisibility. I learned this when one attacked me unseen while I was running Tactics and Focused Accuracy. I asked him or her why I hadn't seen them coming and they explained that, just as my +PER powers stacked, their -PER powers stacked. I can't think of any reason an Invuln tank would take Acrobatics. I mean, I could see Jump Kick because some people like the animation, but I can't see any reason for Acrobatics.
