Hmmm...would giving Barrage -Res, help even it out with Energy Punch? Not that I care to give EM any other effects, I'm of the "I like the Stuns and like that, that is EM's gimmick" mind, however, I do love the Barrage animation, and while I took it on my EM character, it'd be nice to be equal to EP in terms of use. 🙂 I recall doing the math and feeling the one second off of TF and ET (if it was even a whole 1 second, as I picked other animations) would speed up the set (no corpse killing) while improving the ST DPS a whole lot (not sure if it would be number one), but just those two seconds off would improve the set. As it was mentioned, I'm not against MA getting ST DPS looked at. I do feel if a set loses out in AOE, it should be some of the top ST. Right now, doesn't that spot generally go to TW? Not that I want to nerf TW.

Martial Arts is a pretty popular set on Scrappers, so I'd say there are plenty of Scrappers who'd be happy with EM's single target focus. I'd put it pretty even tier on Stalkers with EM winning, but EM is a bit more common on Brutes than MA. May have a bit to do with concepts though.

I get that for most of the game, AOE is king of basically any mission clearing. That doesn't mean, every set has to be good at it. Or even decent at it. And for everyone claiming AOE is king, they have plenty of AOE options out there.

I've suggested before, just take a second off ET and TF's animation times. I did this through different animations that are already in game (Spinning Strike and Crushing Uppercut), but one could just speed up the animations. I'd still like to see Barrage get improved so it's the equal choice to Energy Punch. Which, Martial Arts has attacks with the same DPA, no reason Barrage and Energy Punch couldn't equal the same DPA.

Just because AOE is king on PI radio teams, does not mean one has to up AOE on sets. That said, I know I suggested keep Stun a ST Stun, one can keep it's damage low, but make it a targetted AOE for damage, and it can be made into a proc attack.

Yes! Those who are saying make it better at AOE are generally saying, I want the pom poms, but give me more AOE. I want the pom poms, but I also want the set to be the ST monster it should be. I'm willing to live with Whirling Hands as is, for it. 🙂 Of course, I LOVE WH animation!

I don't think anyone is saying turning TF into a PBAOE isn't simple. Electric Melee has that with Thunder Strike. Same animation, PBAOE. I do think many of us are saying we're willing to see it be #1 ST DPS at the cost of more AOE. I wouldn't mind Stun getting it's Mag 4 Stun back, with added splash damage (no stun to those around the target).

For that, I feel altitis will win out and people will end up at least TRYING the ATs. Not to mention the "Want to have 1 of every AT" I enjoy my Elec/Storm, but let's be honest, I likely wouldn't have played Troller, if I didn't want one of every AT, and I know I'm not the only one out there. 😛

I do get that. However, your opinion seems to be based on the idea of, if we limit choices, maybe more would go red side. However, as we can see from the start of the HC server, and I'd wager all the other servers out there, heroes are more popular, so it wouldn't help get more villains, just less choices for concepts. Now mind you, I can put my concept generally into any spec that will give the power set combo I want. I may have a Brute AT, but it'll still act like a Scrapper style concept. ATs are just more of the meta...which way do I like the meta. Me. I like the criticals over fury building. I don't even care about a taunt aura. 😛

I'd also like Disco with a bikini bottom (the ones that attach to tight tops), so I can have the leggings with a leotard.

So, really, what you're not liking, is people preferring to be a hero over being a villain. Because, as HC shows, people could've easily flocked to red side from the start. There was no, "Well, I have all these heroes already. So, no point in playing villain." And that porting wasn't laziness, that's what people wanted. Some people don't want to play a tank. Any set a Brute has, there's no reason I Scrapper shouldn't have had. They picked a lot of sets for no other reason than "We're going to limit people." Why wouldn't a Brute have Regen for instance? That was a set a Brute did not have at start and it's very much a set that fits with the concept.

I never thought EM needed to be anything more than it was, except get it's speed in ET back, but I'd like to see TF get sped up too, which is why I had suggested before taking a second off each of them, which I would hope, would make the set seem much faster.

Can't say I'm for to much if any added AOE to EM. Stun doing additional AOE as a Targeted AOE like Spinning Strike, while keeping the low damage (people can proc it) works enough. I'd rather see EM become one of the top ST sets.

Every AT has Street Justice. No complaints going on there. Yet, the idea of Super Strength being ported bothers people? Are players afraid people will leave Brutes for Scrappers? If so, know now, it won't happen. Brutes have mechanics that people prefer over Scrappers. One being a taunt aura, which only a few have that, if I recall, if any of them do.

I'm going by the idea that Rage numbers as is, would be to high on a Scrapper. If that's the case, then lower the numbers. If it doesn't put the set into insane places, then all is good. Though, I'd say nothing is being nerfed until after it's ported.

Yes, but all Super Strength needs, to be ported to Scrappers, is lower +DMG/+ToHit percentages. Dual Blades and Claws have perma +ToHit/DMG capabilities, so Super Strength Scrappers having it, wouldn't be out of the ordinary. All they'd have to do, is change the numbers it gives. Also, in response to another post, I would of course think Scrappers would lose Taunt and gain Confront.

ATs are unique in other ways besides power sets, which never should've been stuck on one AT. Hit Points. Caps. Starting numbers on power sets While not part of CoH at start, inherents. I can play the same powersets on Brutes and Scrappers, and I'll still prefer it on Scrapper over a Brute. Defender and Corrupter? Corrupter. The remain unique argument feels more like a "I just don't want them to have it" argument or a "I'll only feel unique if only I'm likely to take this combo, because it's just on this one class"

Set Rage To-Hit/Damage bonus to Follow Up/Blinding Feint numbers, and it can be double stacked, no issue. Instead of worrying about a To-Hit check, one just has to worry about the crash. As for Energy Melee, I haven't been convinced Energy Melee would be OPed on a Scrapper, especially since I can hit for over 1k on a StJ Scrapper with Crushing Uppercut. In fact, I'd guess ET and TF need to be sped up a bit, and I feel Energy Melee should be in the top 3 for ST damage.

The Cobra Strike treatment, but CS has a faster animation and they made it equal to another attack in the set. Though, I still like the idea of it being a targeted AOE...stun the primary target damage and splash damage to those around the primary target.

Where does it say he's 14? I just read young man. Which could be older than 14 and into 20's. However, I didn't know this backstory until now. I didn't realize Clockwork King had killed some cops. With Paragon City notoriously underfunded, lacking any power to be a threat to a super and also the most dedicated and uncorrupted cops in the world -
Scrappers have Claws and Dual Blades for powers that can keep the +Dmg/+ToHit going non stop. If Rage's numbers are to high, when using Tanker numbers, then just lower the numbers. No reason it couldn't match Dual Blades and Claws (which have the same numbers) and the difference being, SS would have a crash and DB and Claws have a to hit check. Note, as I say this, I have no desire for a SS user...I want Energy Melee 🙂

There's plenty of Super Strength style scrappers in comics. I'd say there's reasons of Titan Weapon Stalkers, at least in mangas. Though, I was always thought they could just give Titan Weapon Skins to other weapon sets. It always amazes me however, that we have Brutes who can do as much, if not more with some sets, but the idea that Scrappers doing more with a set, some how comes out bad, especially since Brutes come with more health and higher resist caps. Perma Rage on Scrappers, if it becomes that big of deal, can just be given the same numbers as Follow Up or Blinding Feint. Two powers that can give perma +DMG/+ToHit and aren't considered OMG Nuuuuu! Not to mention, how the original devs decided on what made since for concepts. I never thought Ice Armored heroes felt like Tanks. Trollers, Scrappers, Sentinels, would seem to work more. As for Blasters, even Cyclops seemed to be tougher than the Blaster AT. However, alternate animations could be passed around to give people the animations if it's about animations. I can already RP Street Justice as someone with Super Strength. Crushing Uppercut and Knockout Blow have the same animation time, so why not share the animation if the idea of sets being everywhere is so awful?

And that sounds like something someone who ignores CoH lore all the time would say 😛 I'm not against an Electric Epic. It'd give us a different power besides the Mu Summons, which could be nice. Electric Fence Tesla Cage Lightning Bolt Short Circuit Ball Lightning Pretty standard really. -

One doesn't have to RP their character as having done that. Seeing as how those who do RP ignore stuff all the time when it comes to in game lore, that is easily one of them.
